APPROVE AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF AVONDALE FOR HUMAN AND SENIOR SERVICES RECOMMENDATION: ADOPT RESOLUTION NO. 14-1615 APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF AVONDALE FOR THE PROVISION OF CERTAIN HUMAN AND SENIOR SERVICES FOR GOODYEAR RESIDENTS; AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE DOCUMENTS NECESSARY TO CARRY OUT INTENT OF THE INTERGOVERNMENTAL AGREEMENT AND RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: Over the last ten years, the City of Avondale has requested and received operating support from the City of Goodyear Community Funding program for their Active Adult and Community Action Programs (CAP). Goodyear residents participate in both programs and both programs are subsidized by federal funding that has declined over time while the number of participants in the programs continues to increase. This Intergovernmental Agreement eliminates the need for Avondale staff to apply for Goodyear Community Funding operating support for these programs and creates a dedicated funding source to ensure eligible Goodyear residents continue to receive these core human and social services.
