LICENSE AGREEMENT TO EPCOR WATER ARIZONA INC. FOR THE USE OF PUBLIC RIGHT-OF-WAYS RECOMMENDATION: Approve the issuance of a five-year license to EPCOR Water Arizona Inc., an Arizona corporation “EPCOR”, for the use of public rights-of-way to provide potable drinking water services to the properties within the boundaries of their Certificate of Convenience and Necessity within the City of Goodyear. PURPOSE: This license grants EPCOR the right to construct, maintain and operate their water distribution facilities within City rights-of-way to provide potable drinking water services within their service area. This license is needed until EPCOR and the City are able to complete the franchise agreement process. (Linda Beals, Real Estate Coordinator)
