SPECIAL EVENT ORDINANCE RECOMMENDATION: 1. ADOPT RESOLUTION 14-1648 DECLARING AS A PUBLIC RECORD THAT CERTAIN DOCUMENT FILED WITH THE CITY CLERK AND TITLED “CHAPTER 26: SPECIAL EVENTS.” 2. ADOPT ORDINANCE 14-1301 AMENDING THE GOODYEAR CITY CODE BY ADDING CHAPTER 26: SPECIAL EVENTS; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR PENALTIES; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR CORRECTION OF SCRIVENERS ERRORS. PURPOSE: The City encourages special events for the greater good, cultural diversity, and the promotion of the City. Nonetheless, these gatherings and organized activities may place unique demands on public resources, may present public health and safety issues, and may create unreasonable adverse impacts to neighboring property owners, businesses, City residents and the general public. To address these concerns, staff is proposing the adoption of a Special Event Ordinance that will regulate Special Events and the Special Event Application process.
