BUDGET TRANSFER FROM THE REGIONAL WIRELESS COMMUNICATION PROJECT TO THE 911 COMMUNICATION CENTER PROJECT RECOMMENDATION: Authorize a budget transfer from the Regional Wireless Communication (RWC) Project to the 911 Communication Center Project in an amount of $450,000. These funds are development fees, and are available as a result of budget savings that were realized as part of completing the RWC project. PURPOSE: The recommended budget transfer will allow the 911 Communication Center to be built out as originally designed, and include items that have been Value Engineered out to maintain the Project’s budget, such as completing the shelled space of the Communication Center to meet the needs of the Communication Center for the next 12 - 15 years (in the interim, the space can be utilized as an Emergency Operations Center) (as, identified in COAC 13-4969 on March 18, 2013); providing a secured parking area (north lot); provide a man gate for authorized personnel; build out the radio technicians’ canopy to provide space where work on vehicle radios can be completed out of the sun and rain. The total cost of these items is estimated at $125,000. The transfer will also make funds available for the Intrado Viper 911 System. In the past, this system was paid for by the State of Arizona. The State has eliminated the funding for this system and as a result, the City must pay for this communications system. The Intrado Viper system is essential for 911 call center operations. The cost of the system is $225,000. The remaining $100,000 will provide funding to install the necessary IT elements in the data server room and other required electronic equipment for the telecom operations.
