AMEND THE ESTRELLA PHASE ONE PLANNED AREA DEVELOPMENT RECOMMENDATION: 1. Conduct a public hearing to consider a rezoning request to amend Parcels 1-7, 12 and 77 (including adjacent open space) of the Estrella Phase One PAD to change the land use designations, land use configurations, residential densities and total dwelling unit count for this 617-acre portion of the PAD located on the west side of Estrella Parkway, south of the Estrella Star Tower to the intersection of Estrella Parkway and Cotton Lane. a. ADOPT ORDINANCE 13-1288 REZONING APPROXIMATELY 617 ACRES GENERALLY LOCATED ON THE WEST SIDE OF ESTRELLA PARKWAY, SOUTH OF THE ESTRELLA STAR TOWER TO THE INTERSECTION OF ESTRELLA PARKWAY AND COTTON LANE BY AMENDING SECTION 2(D) OF ORDINANCE NO. 87-217 AS AMENDED AS IT APPLIES TO THE PROPERTY BY ADOPTING THE CALLISTO PLANNED AREA DEVELOPMENT (PAD) AMENDMENT DATED SEPTEMBER 6, 2013 TO GOVERN THE DEVELOPMENT OF THE PROPERTY; AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: This request is for an amendment to the Estrella Phase One PAD to modify the land uses within a 617-acre portion of the PAD comprised of Parcels 1-7, 12 and 77 and adjacent open space areas. The request would reconfigure residential and open space land uses, replace the Horizontal Mixed Use Office land use with the Medium High Density Residential land use and remove the golf course from this portion of the PAD. Approximately 1,250 dwellings would be permitted with this amendment at an overall project density of 2.03 dwelling units per acre. As stated in the project narrative, the purpose of the amendment is to facilitate the development of the property with a refined land use plan that best suits the land and provides homes and amenities that will be desired by future residents.
