APPROVE A GMP CONTRACT WITH D. L. WITHERS FOR CONSTRUCTION OF FLEET AND EQUIPMENT MANAGEMENT FACILITY RECOMMENDATION: Authorize the City Manager to approve a GMP contract for the Construction Manager@Risk (CM@R) construction contract not to exceed the Guaranteed Maximum Price (GMP) amount of $2,550,000 for the construction of the Fleet and Equipment Management Facility at the Goodyear Operations Center and authorize a purchase order to be issued. PURPOSE: Due to continued growth of the City’s fleet over the years, the City’s Fleet operation faces several operational challenges including limited work space, secure work areas, and during extreme temperatures uncomfortable working conditions. The execution of this CM@Risk construction contract allows the City to proceed with construction of Phase III of the Goodyear Operations Center, Fleet and Equipment Maintenance Facility FA1301. This project was approved and budgeted as part of the FY 12-13 and FY13-14 budget’s Capital Improvement Program. Funds are from Public Works impact fees that have been collected and are available. The spending requirements associated with SB 1525 identify a time frame in which these funds are spent. Staff recommends approval of this contract and will issue a Notice To Proceed to construct November 6, 2013, with substantial completion of the Facility April of 2014.
