PUBLIC HEARING TO CONSIDER A PROPOSED TEXT AMENDMENT TO VARIOUS SECTIONS OF THE ZONING ORDINANCE PERTAINING TO BREWERY, BREWPUB AND MICROBREWERY RECOMMENDATION: 1. Conduct a public hearing to consider approval of a text amendment to a portion of Article 2 (Definitions); a portion of Article 3-3 (Commercial Districts); a portion of Article 3-4 (Industrial Districts); and a portion of Article 4 (Special Uses, Uses Requiring Additional Evaluation, Nonconforming Uses and Buildings) of the City of Goodyear Zoning Ordinance to create definitions for Brewery, Brewpub and Microbrewery and establish various review and approval processes for these proposed uses of land. a) Open public hearing b) Staff presentation c) Receive public comment d) Close public hearing 2. ADOPT RESOLUTION NO. 13-1584 DECLARING AS A PUBLIC RECORD THAT CERTAIN DOCUMENT FILED WITH THE CITY CLERK TITLED “EXHIBIT A - AMENDMENT TO CITY OF GOODYEAR ZONING ORDINANCE RELATING TO BREWERY, BREWPUB AND MICROBREWERY.” 3. ADOPT ORDINANCE NO. 13-1289 AMENDING VARIOUS ARTICLES AND SECTIONS OF THE ZONING ORDINANCE TO CREATE DEFINITIONS FOR BREWERY, BREWPUB AND MICROBREWERY AND ESTABLISH VARIOUS REVIEW AND APPROVAL PROCESSES RELATED TO THESE PROPOSED USES OF LAND; PROVIDING FOR CORRECTIONS, SEVERABILITY AND AN EFFECTIVE DATE. PURPOSE: The purpose of the proposed text amendment is to create definitions for Brewery, Brewpub and Microbrewery and establish the review and approval processes for these proposed uses of land. With this text amendment, it is intended that such businesses will be able to operate successfully within the City and be compatible with adjacent land uses. The Planning and Zoning Commission heard this item at its regular meeting of August 21, 2013. The Commission unanimously voted (6-0) to forward a recommendation of approval to the City Council.
