AERIAL EASEMENT TO ARIZONA PUBLIC SERVICE ACROSS THE ACCESS ROADS AT THE RAINBOW VALLEY WASTEWATER AND WATER FACILITIES RECOMMENDATION: Approve the Grant of Aerial Easement and Agreement for a 69kV line across the access road at the Rainbow Valley Wastewater and Water Facilities to Arizona Public Service, an Arizona Corporation (APS). PURPOSE: The easement will provide APS with the ability to construct, operate and maintain an aerial crossing of a 69kV electrical transmission line to the new Willis Substation. (Linda R.
