COOPERATIVE AGREEMENT BETWEEN THE UNITED STATES BUREAU OF RECLAMATION AND THE CITY RECOMMENDATION: 1. ADOPT RESOLUTION 13-1570 AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO ENTER INTO THE COOPERATIVE AGREEMENT BETWEEN THE UNITED STATES BUREAU OF RECLAMATION AND THE CITY FOR IMPLEMENTING A DEMONSTRATION FEASIBILITY PROJECT USING WETLANDS FOR CONCENTRATE (BRINE) MANAGEMENT. 2. Approve the direct funding of $131,570.00 from carryover capital improvement plan dollars within project ww1301 to be reallocated to this project and approve the remainder of the funding match requirement of ($168,430) from in-kind services. PURPOSE: Originally, the Capital Improvement Plan project that identified the funds for brine disposal contemplated a reverse osmosis brine disposal feasibility method of deep well injection. However, this methodology is against State environmental laws and would require statutory change before it could be implemented. Therefore, due to the fact that the original funding within the CIP was focused on deep well injection, the Water Resources Staff recommends the reallocation of carry-over CIP funding for this new collaborative project agreement with the United States Bureau of Reclamation.
