RECOMMENDATION: ADOPT RESOLUTION 13-1542, AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT WITH WESTCAPS FOR JOINT STUDY AND PLANNING OF WATER RESOURCE PROJECTS IN THE WEST VALLEY TO ATTAIN WATER SUSTAINABILITY. PURPOSE: West Valley Central Arizona Project subcontractors (WestCAPS, currently including Cities of Goodyear, Avondale, El Mirage, Peoria, and Surprise, the Town of Buckeye and private water utility companies Arizona Water Company, EPCOR Water Arizona, and Global Water) have collaborated since the 1980s on regional planning for sustainability of water supplies. To facilitate regional planning efforts, WestCAPS has contracted with the Bureau of Reclamation and various consulting firms on regional technical studies of hydrologic conditions, suitable recharge locations, costs of water treatment and transmission lines. Renewal of this Agreement will allow this regional planning partnership to continue. This agreement is in effect from July 1, 2012 to June 30, 2016. (Mark Holmes, Water Resources Manager)
