RECOMMENDATION: Planning and Zoning Commission recommend to the City Council approval of a request for a Use Permit to allow a car wash (“3 Minute Express Car Wash”) at 840 North Estrella Parkway in the Parkway Village commercial center, with a deviation from the Parkway Village Comprehensive Sign Package to allow certain signs on the screen wall, subject to stipulations. PURPOSE: This is a request for approval of a Use Permit to allow a car wash use (3 Minute Express Car Wash) on a 0.99 acre commercial pad within the Parkway Village commercial center located at 840 North Estrella Parkway and a deviation from the Parkway Village Comprehensive Sign Package.
