1. The City Council authorizes and approves acceptance of the Arizona Governor's Office of Highway Safety grant #2026-AI-004 in the amount of $8,500.00 for overtime costs associated with accident investigations, training, and outside professional services for investigative software licensing and renewal, and authorizes the Mayor or designee to sign all documents necessary to execute the contract.
2. Consideration and Approval of a Telecommunication License and Right-of-Way Use Agreement between the City of Eloy and Orbitel Communications, L.L.C., to use City rights-of-way for the installation and maintenance of telecommunication facilities.
3. Consideration and Approval of a Proposal from TischlerBise for a Land Use Assumptions, Infrastructure Improvement Plan and Development Fee Study Utilizing the Cooperative Purchasing Agreement Between the City of Tucson and TischlerBise, in an Amount Not to Exceed $90,000. This project is included in, and was approved as part of, the City's Capital Improvement Plan (CIP) for FY2025-2026.
4. The City Council authorizes and approves the acceptance of a sole-source vendor proposal from Axon Enterprise, Inc., to replace Eloy Police Department's body-worn camera system, associated software, licensing, AI-assisted report writing, and cloud-based evidence storage, at a cost not to exceed $546,895.98, and authorize the Mayor or designee to sign all necessary documents to execute the agreement. This acquisition was identified as an approved project in the City’s Capital Improvement Plan (CIP) and is fully funded within the Fiscal Year 2025–2026 budget previously adopted by the City Council.
5. The City Council authorizes and approves acceptance of the Arizona Governor's Office of Highway Safety Grant 2026-405d-017 in the amount of $5,250.00 for overtime costs associated with impaired driving enforcement operations and the purchase of portable breath testing supplies, and authorizes the Mayor or designee to sign all documents necessary to execute the contract.
6. Council Consider and Authorize the Purchase of Two (2) 2025 Ford F150 Responder Police Trucks, at a Cost of $109,906.64 (including sales tax), with Pricing Per Arizona State Contract CTR059323-3, using Funds from a One-Time $200,000 State Legislative Appropriation to the Eloy Police Department.
7. The City Council authorizes and approves acceptance of Arizona Governor's Office of Highway Safety Grant #2026-PTS-021 in the amount of $6,358.00 for Selective Traffic Enforcement Program (STEP) traffic enforcement overtime, including Employee Related Expenses (EREs), and for annual certification fees associated with maintaining operable speed enforcement devices (LIDAR/Radar), and authorizes the Mayor or designee to sign all documents necessary to execute the contract.
8. Authorization to accept a proposal from MHQ of Arizona for emergency equipment up-fit services for three (3) Chevrolet Tahoe Police SUVs, in an amount not to exceed $105,000.00, in accordance with pricing established under Arizona State Contract No. CTR078487. This acquisition was identified as an approved project in the City’s Capital Improvement Plan (CIP) and is fully funded within the Fiscal Year 2025–2026 budget previously adopted by the City Council.
9. Authorization to accept a proposal from Motorola Solutions for the purchase of three (3) Motorola APX8500 Mobile Radios to be installed in the City’s three (3) new Chevrolet Tahoe Police SUVs, at a total project cost of $30,895.27, inclusive of applicable sales tax. The purchase will utilize pricing available through Arizona State Contract No. CTR046830. This acquisition was identified as an approved project in the City’s Capital Improvement Plan (CIP) and is fully funded within the Fiscal Year 2025–2026 budget previously adopted by the City Council.
10. Authorization to accept a sole-source vendor proposal from Axon Enterprise, Inc. for the purchase and installation of three (3) Fleet 3 Dash-Camera Systems at a cost not to exceed $32,106.08 for the installation in newly delivered Chevrolet Tahoe police SUVs. This acquisition was identified and is fully funded as an approved project in the City’s Capital Improvement Plan (CIP) and is included in the Fiscal Year 2025–2026 budget, previously adopted by the City Council.
11. Conduct a public hearing and consider the adoption of the ordinance and resolutions for a minor General Plan Amendment, Amendment to the Zoning Map (Rezone), and a Conditional Use Permit for the property located at 99 North E Street, submitted by Sonnette Cherry Federico on behalf of Luke’s House for Behavioral Health, PLLC, as follows:<ol><li>Resolution No. 25-1635: Case No. GPA2025-004: A General Plan Amendment from Public / Institutional and Medium Density Residential to Neighborhood Commercial, consisting of approximately 1 acre of land;</li><li>Ordinance No. 25-995: Case No. RZ2025-001: An Amendment to the Zoning Map (Rezone) from Multiple Family Residential (R-3) to Neighborhood Commercial (C-1) and maintaining the Downtown Core Overlay zone, consisting of approximately 0.5 acre of land; and,</li><li>Resolution No. 25-1636: Case No. CUP2025-07: A Conditional Use Permit for a Healthcare/Medical Facility or Clinic, consisting of approximately 0.5 acres of land.
