  54. 45 Chairman Malm explained agenda items #27 through #31 were related and would be read into the record first, followed by an overview of speed studies by Inberg Miller Engineers. Public comment would then be taken on each item, followed by a vote of the board. John Poelma, Public Works, introduced Gary Steele and Brooke Bulgrin of Ingberg Miller Engineers, who conducted county road speed studies using the WY Dept of Transportation Traffic Studies Manual. Steele explained that a 2011 WY legislative action set default speed requirements for rural roads and mandated a formal, legislatively compliant speed study to justify lowering speeds below the defaults. He said the process involved placing traffic counters on roads to measure traffic volume and drivers’ speeds. Steele described the key metrics: 85th-percentile speed (85% of vehicles travel at or below this speed), used as an upper reference for setting limits, and 50th-percentile speed (median; half above/half below), used as a lower reference. Steele said research indicates that setting speed limits too low can reduce compliance and potentially create safety issues (e.g., driver frustration, unsafe passing, speed differentials).
