  22. f. To amend Resolution No. 2016-9-17(R) designating the City of Plano as a HIPAA Hybrid Entity in compliance with the Health Insurance Portability and Accountability Act of 1996 (“HIPAA”), to remove the appointment term and reference to Section 121.023 of the Texas Health and Safety Code and to update the City Departments designated as health care components of the City’s hybrid entity; and providing an effective date.   27. 27 Applicants are limited to fifteen (15) minutes presentation time with a five (5) minute rebuttal, if needed. Remaining speakers are limited to thirty (30) total minutes of testimony time, with three (3) minutes assigned per speaker. The Presiding Officer may amend these times as deemed necessary.
  28. 28 Non-Public Hearing Items:
  29. 29 The Presiding Officer will permit public comment for items on the agenda not posted for a Public Hearing. The Presiding Officer will establish time limits based upon the number of speaker requests, length of the agenda, and to ensure meeting efficiency, and may include a cumulative time limit. Speakers will be called in the order requests are received until the cumulative time is exhausted.

Consideration of an Ordinance to amend Section 8-3, City Ambulance Service, of Article I, In General, of Chapter 8, Fire Prevention and Protection, of the Code of Ordinances of the City of Plano to establish user fees for certain City Ambulance Services; and providing a repealer clause, a severability clause, a savings clause, and an effective date.   33. 33 The City of Plano encourages participation from all citizens. The Plano Municipal Center has accessible restroom facilities, drinking fountains, and power assist entrance doors. The facility is easily accessed from public sidewalks and parking areas. Designated accessible parking is available on the north and south sides of the building. The Senator Florence Shapiro Council Chambers is accessible by elevator to the lower level.
