- (b) RFB No. 2026-0502-ER for the initial term of $2,055,600 or two (2) years, whichever occurs first, with two (2) City optional renewals for Residential Concrete Pavement Maintenance Requirements Contract - 2025, Project No. PW-S-00042, for the Public Works Department to ICOS Management, LLC in the amount of $2,055,600 for each term; and authorizing the City Manager to execute all necessary documents.

- (e) To approve an increase to the current awarded contract amount of $1,808,461 by $405,916 for a total contract amount of $2,214,377 for Sidewalk Improvements - Plano Parkway from Independence Parkway to Alma Drive, Project No. 6901, from A & C Construction, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2021-0213-B; Change Order No. 7)

- 23 Approval of Expenditure
- (f) To approve an expenditure for landscape architect professional services for Old Shepard Place Park Renovation, Project No. PKR-P-7172, in the amount of $498,500 from JBI Partners, Inc. for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents.
- (g) To approve an expenditure for engineering professional services for Water Rehabilitation - Old Shepard Place Phase 1, Project No. ENG-W-00005, in the amount of $495,995 from Cobb, Fendley & Associates, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents.
- (h) To approve an expenditure for engineering professional services for Water Rehabilitation - Prairie Creek, Post Oak, and Kimberlea Estates, Project No. ENG-W-00008, in the amount of $628,400 from Hazen and Sawyer, P.C. for the Engineering Department; and authorizing the City Manager to execute all necessary documents.
- 27 Adoption of Resolutions
- (i) To call a public hearing for August 24, 2026, to consider the levying of the proposed assessments on owners of real property and against that assessed property within the Downtown Plano Public Improvement District; approving the preliminary annual service and assessment plan update for 2026; directing that the proposed assessment roll be made available for public inspection; authorizing and directing for publication and mailing of notices for said public hearing; and establishing an effective date.

Remaining speakers are limited to thirty (30) total minutes of testimony time, with three (3) minutes assigned per speaker. The Presiding Officer may amend these times as deemed necessary.

- 33 Non-Public Hearing Items:
- 34 The Presiding Officer will permit public comment for items on the agenda not posted for a Public Hearing. The Presiding Officer will establish time limits based upon the number of speaker requests, length of the agenda, and to ensure meeting efficiency, and may include a cumulative time limit. Speakers will be called in the order requests are received until the cumulative time is exhausted.
- (1) Public Hearing and consideration of an Ordinance as requested in Zoning Case 2025-021 to amend the Comprehensive Zoning Ordinance of the City, Ordinance No. 2015-5-2, as heretofore amended, rezoning 0.9 acre of land located at the northeast corner of Los Rios Boulevard and Fitzgerald Drive in the City of Plano, Collin County, Texas, to rezone 0.9 acre from Agricultural to Single-Family Residence-7 and to expand Specific Use Permit No. 582 for Private Recreation Facility from 1.1 acres to 1.6 acres; directing a change accordingly in the official zoning map of the City; and providing a penalty clause, a repealer clause, a savings clause, a severability clause, a publication clause, and an effective date.
- (2) Public Hearing on the FY 2026-27 Recommended Budget and the FY 2026-27 Proposed Community Investment Program (CIP).
- (3) Discussion and Direction regarding Proposed Ad Valorem Tax Rate.
- (4) Consideration of a Resolution to accept the Certified Appraisal Rolls for Fiscal Year 2026-27 for Collin County and Denton County; and providing an effective date.

- (6) To call a Special Election for a sports and community venue project to be financed with a short-term motor vehicle rental tax, a short-term hotel occupancy tax, an event parking tax, an admissions tax, and a venue facility use tax, in accordance with the provisions of Chapter 334 of the Texas Local Government Code; making provision for the conduct of the election; including a repealer clause, a severability clause; setting an effective date; and resolving other matters incident to such election.
