- 7 The Harris County Commissioners Court convened in-person and virtually at a regular session at 10:08 A.M. All court members were present in-person.
- 8 It is the intention of the Harris County Commissioners Court to provide open access to all members of the public of Harris County to express themselves on issues addressed by County government. However, members of the public are reminded that the Harris County Commissioners Court is a constitutional court, created by the State with judicial, administrative and legislative powers. As such, the Harris County Commissioners Court possesses the authority to issue Contempt of Court citations. Accordingly, persons shall conduct themselves with proper respect and decorum in addressing the Court, in participating in public discussions before the Court, and in all actions in the presence of the Court consistent with the rules and procedures of Harris County Commissioners Court. Profane, insulting or threatening language, and racial, ethnic or gender slurs or epithets will not be tolerated. Those persons who do not conduct themselves in an orderly and appropriate manner will be ordered to leave the meeting and recognition to speak may be refused at subsequent meetings of the Court. Refusal to abide by the Court’s Order may result in a Contempt of Court Citation. Please refer to Public Notice for specific meeting as instructions are subject to change.

The foregoing Order includes authorization of the engagement of Co-Bond Counsel and Co-Disclosure Counsel pursuant to engagement letters under which Harris County will obtain specialized legal services in connection with the issuance of the above referenced bonds, based on the demonstrated competence and qualifications of such firms; finding that (i) such legal services require specialized expertise and experience in municipal finance, federal tax law and federal and state securities laws and therefore cannot be adequately performed by the attorneys and supporting personnel of the County, (ii) such legal services cannot be reasonably obtained from attorneys in private practice under a contract providing for the payment of hourly fees without contingency because the County will not be obligated to pay any legal fees until the successful closing of the contemplated transactions and (iii) entering into contingent fee contracts for legal services is in the best interest of the residents of the County because such firms will only be paid in the event that the contemplated transactions are completed and successfully closed.
