Authorize (1) a public hearing to be held on September 9, 2026, to receive comments on readopting and continuing in effect Chapter 12, "City Youth Program Standards of Care," of the Dallas City Code, to re-establish standards of care for certain city youth programs in compliance with state law and at the close of the hearing; and (2) approval of an ordinance to readopt Chapter 12 of the Dallas City Code - Financing: No cost consideration to the City

- I. Authorize (1) acceptance of supplemental funding in an amount not to exceed $250,000.00 from the U.S. Environmental Protection Agency (EPA) under the FY 2023 Brownfields Revolving Loan Fund (RLF) Cooperative Agreement (Grant No. 4B02F40101, Assistance Listing No. 66.818), execution of the Cooperative Agreement, and execute all terms, conditions, and documents required by the amendment; (2) the establishment of appropriations in an amount not to exceed $250,000.00 in the EPA Brownfields Revolving Loan Fund Grant Fund; (3) the receipt and deposit of funds in an amount not to exceed $250,000.00 in the EPA Brownfields Revolving Loan Fund Grant Fund; and the Chief Financial Officer to receive and deposit the supplemental funds; (4) execution of Brownfields Revolving Fund Loan Agreements and all necessary documents with future subrecipients for loans and subgrants to support the assessment and cleanup of contaminated properties; (5) approval and execution of individual Brownfields Revolving Fund Loan Agreements through Administrative Action in an amount not to exceed $1,000,000.00, with individual loans or subgrants no greater than $1,000,000.00 to be presented to City Council for separate authorization prior to execution and disbursement; (6) procurement, negotiation, and execution of agreements with one or more external qualified firms, selected through a request for proposals or other applicable competitive procurement process, to provide underwriting, loan servicing, portfolio management, and related professional services necessary to administer the Brownfields Revolving Loan Fund Program; (7) disbursement of grant funds, including supplemental funds authorized by this action, in an overall total amount not to exceed $1,250,000.00 and to receive, deposit, and record loan principal and interest repayments; and (8) administration of the Brownfields Revolving Loan Fund Program in accordance with the terms and conditions of the U.S. Environmental Protection Agency (EPA) Brownfields Revolving Loan Fund Cooperative Agreement and all applicable federal, state, and local requirements - Not to exceed $1,250,000.00 - Financing: EPA Brownfields Revolving Loan Fund Grant Fund

Authorize the (1) acceptance of a grant from the United State Environmental Protection Agency through the Texas Commission on Environmental Quality for City of Dallas PM2.5 (Grant No. 582-27-00029, Assistance Listing No. 66.034) in the dollar amount of $203,085.72 to operate and maintain the air quality monitoring of Particulate Matter (PM) 2.5 network and a continuous air monitoring station in Rockwall County for the period September 1, 2026 through August 31, 2028; (2) establishment of appropriations in a dollar amount not to exceed $203,085.72 in the TCEQ 26-28 Dallas Rockwall PM 2.5 Air Monitoring Grant Fund; (3) receipt and deposit of funds in a dollar amount not to exceed $203,085.72 in the TCEQ Dallas and Rockwall PM 2.5 Air Monitoring program 26-28 Fund; and (4) execution of the grant agreement with the Texas Commission on Environmental Quality and all terms, conditions, and documents required by the agreement - Not to exceed $203,085.72 - Financing: (United State Environmental Protection Agency Funds)
