- 3. Ordinance annexing a 1.377-acre tract of land located along the south side of FM 43 (Weber Rd), east of CR 47 and west of SH 286 per petition by the landowner, Weber/Crosstown Highway Properties, LLC; approving the related service plan; adding the annexed area to City Council District 3; seeking removal of annexed territory from Emergency Services District; rezoning the 1.377 acres from the “FR” Farm Rural District to the “CN-1” Neighborhood Commercial District; and providing for a penalty not to exceed $2,000 and publication.

- 6. Resolution authorizing execution of Amendment No. 2 to the service agreement with Concentra Health Services, Inc., to continue providing services for the City-sponsored employee Wellness Clinic for up to an additional five months, if necessary, from August 1, 2026, through December 31, 2026, for a total amount up to $365,053.75, with FY 2026 funding of $146,021.50 from the Fire, Police, and Citicare Health Benefits Funds, with the remaining amount subject to sufficient appropriation in the FY 2027 budget.

Motion authorizing execution of a three-year service agreement with Next Level Urgent Care, through the Choice Partners Cooperative, to implement a comprehensive primary, urgent, and preventive care program for City employees, in an amount up to $5,700,000.00 for the three-year term, with FY 2027 funding of $1,772,664.00 from the Fire, Police, and Citicare Health Benefits Funds, subject to future budget approval.
- 8. Motion authorizing a one-time purchase from A.Y. McDonald Mfg. Co., of Dubuque, Iowa, for $138,120.00 to purchase one-inch galvanized and insulated gas meter valves utilized by Corpus Christi Gas, with FY 2026 funding from Gas CIP Funds.

Motion authorizing execution of two one-year supply agreements, with two one-year options, with Southern Tire Mart, LLC, of Columbia, Mississippi, in an amount up to $748,325.00 for the purchase of trailer and large vehicle tires, and with Beasley Tire Service-Houston, Inc., in an amount up to $462,820.00 for the purchase of passenger vehicle and light truck tires, both with offices in Corpus Christi, for a total combined amount up to $1,211,145.00 and a potential up to $3,633,435.00 if options are exercised, for the Asset Management Department, with FY 2026 funding of $201,857.50 from the Fleet Maintenance Service Fund.

Motion authorizing subrecipient grant awards for $40,857.80 each to Mother Teresa Shelter, The Salvation Army, Timon’s Ministries, 911 Park Place dba Mission 911, and Esperanza De Tejas from the City of Corpus Christi’s State funded Homeless Housing and Services Program (HHSP) general set-aside allocation to provide services to individuals who are homeless, or at risk of being homeless for Fiscal Year 2027 and authorizing subrecipient grants for The Council on Alcohol and Drug Abuse - Coastal Bend for $17,935.34 and awards to Esperanza De Tejas, and Timon’s Ministries for $17,935.33 each from the City of Corpus Christi’s State funded HHSP youth set-aside allocation to provide services to youth who are homeless for Fiscal Year 2027 contingent on receiving executed agreements from the Texas Department of Housing and Community Affairs (TDHCA) and effective September 1, 2026 or the effective date of the State agreements, whichever is later.

Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to rules and regulations of state of Texas, EPA, TCEQ, TWDB, Texas Railroad Commission, San Patricio County Groundwater Conservation District, and legal rights, property rights, and/or contracts related to purchase and/or sale of groundwater, including water rights in property accessing the Evangeline Aquifer in San Patricio County adjacent and/or near US Highway 181, US Highway 77, US Highway 77 Business, Highway 89, and/or the Aransas River, and other sources, and Texas Government Code § 551.072 to discuss and deliberate the purchase or value of the aforementioned rights to real property because deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person, including, but not limited to, potential consideration of authorization to enter agreement(s) for professionals for services related to these property rights, interlocal agreements and other agreements with government entities near the aforementioned property(ies) and/or the purchase of the property or property(ies) at and/or adjacent to locations (if any) described herein and/or modified groundwater rights purchase and sale agreement(s) with Evangeline Laguna, L.P. and related entities for groundwater rights in San Patricio County.
