- 1. Discussion and possible actions to approve meeting minutes of May 8, 2026.

- 2. Receive, accept and discuss report by Jail Administrator Tim Kimrey and/or those persons designated by him, regarding operation of and improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, the housing of juveniles, medical procedures and matters, budgetary and financial matters, plans for improvement of operation of the Oklahoma County Detention Center, and regarding enhanced use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority. - 3. Discussion and possible action to recognize employees with the Lifesaving Award for Professional Responders in recognition of heroic service to the Oklahoma County Criminal Justice Authority. Requested by Tim Kimrey, Jail Administrator.
- 4. Receive, accept, and discuss report regarding income statements, financial reports, and current budget for Oklahoma County Criminal Justice Authority, with possible actions as desired by the Authority. Requested by Tim Kimrey, Jail Administrator.
- 5. Discussion and possible action to approve invoices and claims list for June 8, 2025. List available for inspection in the office of the Oklahoma County Criminal Justice Authority Secretary, Room 201, Oklahoma County Office Building. Requested by Tim Kimrey, Jail Administrator.
- 6. Discussion and possible action to approve a journal entry to reconcile financial records to reclassify a payroll expense from a fiscal year 2026 expense to a fiscal year 2025 expense. The reclassification is necessary to correct a fiscal year 2025 payroll expense for the last ten days of June 2025 that was paid in July 2025. Requested by Tim Kimrey, Jail Administrator.
- 7. Discussion and possible action to approve a journal entry to reconcile financial records and reclassify miscellaneous receipts for Fiscal Years 2021 through 2023. The reclassification is necessary to align accounting records with bank statements and County Treasurer records in the amount of $49,853.67. Although these receipts were previously reconciled between the Treasurer's Office and Bank of Oklahoma, they were not properly reflected in the Detention Center’s accounting system. Approval of this journal entry will bring Detention Center accounting records into balance with the corresponding bank and County Treasurer records. Requested by Tim Kimrey, Jail Administrator.
- 8. Discussion and possible action to approve a journal entry to reconcile financial records and reclassify miscellaneous expenses for Fiscal Years 2021 through 2023. The reclassification is necessary to align accounting records with bank statements and County Treasurer records in the amount of $97,911.40. Although these expenses were previously reconciled between the Treasurer's Office and Bank of Oklahoma, they were not properly reflected in the Detention Center accounting system. Approval of this journal entry will bring Detention Center accounting records into balance with the corresponding bank and County Treasurer records. Requested by Tim Kimrey, Jail Administrator.
- 9. Discussion and possible action to receive a presentation from Maressa Treat, Oklahoma County Clerk, regarding county financial processes and procedures. Requested by Jim Holman, Chairman.
- 10. Discussion and possible action to approve Addendum to lease agreement between the Oklahoma County Criminal Justice Authority and ImageNet Consulting, LLC. Requested by Tim Kimrey, Jail Administrator.
- 11. Discussion and possible action to approve Service Agreement with Service Wing Organic Solutions, LLC to service the anolyte generator at the Detention Center. Requested by Tim Kimrey, Jail Administrator.
- 12. Discussion and possible action to approve Consulting Services Agreement with Elite Medical Experts, LLC for expert consulting services relating to Estate of Gonzales v. OCCJA et al, Case No. CIV-2025-742-PRW. Amount of contract not to exceed $75,000. Requested by Aaron Etherington, Chief Legal Counsel.

Discussion and possible action to approve Consulting Services Agreement with Winston Services, to provide investigation and consulting services on civil litigation matters now pending against the Oklahoma County Criminal Justice Authority. Amount of contract not to exceed $5,000. Requested by Aaron Etherington, Chief Legal Counsel.
- 14. Discussion and possible action to authorize application for grant funding of up to $4,000,000 through the United States Department of Justice, Bureau of Justice Assistance pursuant to the Justice Reinvestment Initiative: Strengthening State and Local Operations to Reduce Crime and Recidivism program. Funds awarded will be used for technology and software, equipment, training, and recruitment. No matching funds required. Requested by Tim Kimrey, Jail Administrator.
- 15. Discussion and possible action to approve the Agreement for Inmate Housing between the Oklahoma County Criminal Justice Authority and the Grady County Criminal Justice Authority to house Oklahoma County prisoners in the Grady County detention center. Requested by Tim Kimrey, Jail Administrator.
- 16. Discussion and possible action to approve municipal Jail Services Agreements between the Oklahoma County Criminal Justice Authority and the Town of Jones and the City of Arcadia.
- 17. Discussion and possible action to approve Resolution 2026-2454 modifying the membership of the Bylaws Committee of the Oklahoma County Criminal Justice Authority, naming members, and setting meeting schedule of the committee. Requested by Chairman Jim Holman.
- 18. Discussion and possible action to approve Resolution 2026-2455, modifying the membership of the Finance Committee of the Oklahoma County Criminal Justice Authority, naming members, and setting meeting schedule of the committee. Requested by Chairman Jim Holman.
- 19. Discussion and possible action to approve Resolution 2026-2456, waiving the right to appeal from the adverse judgment in Estate of Gregory Davis v. Oklahoma County Criminal Justice Authority, United States District Court for the Western District of Oklahoma, Case No. CIV-2023-780-R, and requesting the Board of County Commissioners to place the judgment on the judgment rolls of the county for payment of amounts owed after payment of insurance. - 20. Discussion and possible action to approve retention of a cyber liability insurance policy with premiums not to exceed $30,000 per year. Requested by Tim Kimrey, Jail Administrator.

Receive, accept and discuss reports or comments by Trust Chairman or Vice Chairman regarding operation of or improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, medical procedures and matters, budgetary and financial matters, plans for improvement of physical or procedural operation of the Oklahoma County Detention Center, and use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority.
