- 12 Sponsor: Director of City Planning and Development Department Accepting and approving the recommendation of the Clay County KC TIF Commission, as to the termination of the Chouteau I-35 Tax Increment Financing Plan and the termination of the designation of the Redevelopment Project Areas 3 and 4 described therein; acknowledging that the twenty-three-year statutory periods for the capture of tax increment allocation financing within Redevelopment Project Areas 1, 2, and 3 have expired; declaring as surplus of those funds within the special allocation fund(s) established in connection with such Redevelopment Project Areas 1, 2, 3, and 4; dissolving the special allocation fund(s) established in connection with Redevelopment Project Areas 1, 2, 3, and 4; and directing the City Clerk to send copies of this ordinance to Clay County.

- 14 Sponsor: Director of Law Department Approving and authorizing settlement in the amount of $450,000.00 for a claim for a workers' compensation benefit filed by David Hutson for injuries resulting from accidents on August 12, 2021, while employed by the City.
- 15 Sponsor: Director of Law Department Approving and authorizing settlement in the amount of $360,000.00 for a claim for a workers' compensation benefit filed by John Germann for injuries resulting from an accident on October 12, 2015, while employed by the City.

- 17 Sponsor: Mayor Quinton Lucas RESOLUTION - Consenting to the appointment of Diane Binckley as a member and Abbey Brinkley as an alternate member to the Kansas City Tax Increment Financing Commissions.

- 19 Sponsor: Mayor Quinton Lucas 2nd COMMITTEE SUBSTITUTE RESOLUTION - Directing the City Manager to study and develop recommendations for establishing an Office of Grants and Philanthropy Management and develop standardized grant policies and procedures with a report back to Council within 90 days.
- 20 Sponsor: Mayor Quinton Lucas Enacting a new Chapter 52, Code of Ordinances, containing Sections 52-1 to 52-9 to provide for the regulation of surface parking lots in the City’s entertainment districts and Central Business District Area, 18th & Vine, the Country Club Plaza, Westport and Crossroads, and providing for a delayed effective date.
- 21 Sponsor: Director of Finance Department COMMITTEE SUBSTITUTE RESOLUTION - Adopting the 2025 Update of the Citywide Business Plan with the latest Five-Year Planning Models; directing the City Manager to include assumptions of the 2025 Update in the FY 2026-27 Submitted Budget; and directing the City Manager to align departmental strategic plans and business plans to the Citywide Business Plan.
- 22 Sponsor: Director of Finance Department COMMITTEE SUBSTITUTE Waiving the limitations established by the Fund Balance and Reserve Policy in Section 2-1954 of the Code of Ordinances; appropriating $5,000,000.00 from the Unappropriated Fund Balance of the Convention and Tourism Fund (2360), to include $4,800,000.00 for expenditures related to hosting the World Cup, $100,000.00 to Illuminate KC, and $100,000.00 to provide support for the Metropolitan Arts Council of Greater Kansas City (“ArtsKC”); designating requisitioning authorities; and recognizing this ordinance as having an accelerated effective date.
- 23 Sponsor: Councilmember Crispin Rea Amending Chapter 70, Code of Ordinances, by repealing Section 70-308 and enacting in lieu thereof a new section of like number and subject matter for the purposes of clarifying the unlawful use of certain vehicles.
- 24 Sponsor: Councilmember Andrea Bough Appropriating $100,000.00 from the Unappropriated Fund Balance of the General Fund to provide the Metropolitan Arts Council of Greater Kansas City (“ArtsKC”) with a request for supplemental appropriation and recognizing this ordinance as having an accelerated effective date.
