- 3 Sponsor: City Manager’s Office Finding that the Museum of Kansas City Carriage House project would be a benefit to the City and State of Missouri; authorizing the City Manager to work with The Museum of Kansas City to assist in the preparation of an application to the Missouri Development Finance Board (“MDFB”); authorizing an application to the MDFB for the authorization of state tax credits in an amount not to exceed $1 million to facilitate improvements at The Museum of Kansas City in Kansas City, Missouri; and authorizing the City Manager to execute a tax credit agreement with the MDFB for The Museum of Kansas City Carriage House project.
- 4 Sponsor: City Manager’s Office COMMITTEE SUBSTITUTE Waiving the limitations established by the Fund Balance and Reserve Policy in Section 2-1954 of the Code of Ordinances; authorizing the City Manager to execute a $468,000.00 sole source contract renewal option with Emergency Medicine Services of MO, LLC to provide EMS Medical Director services for the City’s EMS system and EMS Education Program; authorizing the City Manager to amend the Contract and exercise the City’s six (6) one (1) year renewal options; appropriating $366,000.00 from the Health Fund (2330) Unappropriated Fund Balance; and recognizing this ordinance as having an accelerated effective date.
- 5 Sponsors: Mayor Pro Tem Ryana Parks-Shaw and Councilperson Darrell Curls COMMITTEE SUBSTITUTE Authorizing the City Manager or his designee to negotiate and execute a Predevelopment Funding Agreement with EDWARDSESTATES LLC in an amount not to exceed $1,800,000.00 for predevelopment activities associated with a proposed workforce and attainable housing development project adjacent to United Believers Community Baptist Church located at 11101 US 71 Hwy., Kansas City, Missouri; reducing the Unappropriated Fund Balance of the Shared Success Fund in the amount of $1,800,000.00 and appropriating a like transfer to the Housing Trust Fund; appropriating $1,800,000.00 from the Unappropriated Fund Balance of the Housing Trust Fund;; authorizing the Director of Housing and Community Development or their designee to negotiate and execute amendments and related agreements; directing the Director of Housing and Community Development to report back to Council; and recognizing this ordinance as having an accelerated effective date.

- 7 Sponsor: Councilmember Crispin Rea Amending Committee Substitute for Ordinance No. 250437 by repealing and replacing Section 3 for the purpose of directing the City Manager to seek, as a condition of pretrial release for prosecutions for violations of the Code of Ordinances, that the defendant be prohibited from operating vehicles unlawful to operate on the streets and highways.

- 10 Sponsor: Councilmember Crispin Rea COMMITTEE SUBSTITUTE Amending Chapter 3, Code of Ordinances, by repealing Section 3-31 Contract award, and enacting in lieu thereof a new section of like number and subject matter to increase the dollar amount of the design professional contracts subject to architect and engineering selection committee (“Committee(s)”); to change the composition of the Committees; and add a selection process timeline to the architect and engineering selection process.
- 11 Sponsor: Councilmember Andrea Bough COMMITTEE SUBSTITUTE Directing the City Manager to undertake certain actions to ensure economic development projects in Kansas City promote equitable economic development, align with City policy priorities, achieve efficiency in the economic development process, and effectively evaluate performance; directing the City Manager to request the input and participation from economic development agencies; directing the City Manager to incorporate public feedback and engagement opportunities prior to the final policy recommendations; directing the City Auditor to conduct a comprehensive review of City economic development entities to ensure policy alignment; repealing Chapter 74, Code of Ordinances, by enacting a new Chapter 74 entitled “Economic Development Incentive Policies and Procedures Code;” and repealing Second Committee Substitute for Ordinance No. 160383, as Amended, Ordinance No. 190563, Second Committee Substitute for Ordinance No. 200497, as Amended, Committee Substitute for Resolution No. 140861, and Second Committee Substitute for Ordinance No. 211025.

- 15 Sponsor: City Manager Authorizing the City Manager to execute on behalf of the City a regional resource sharing agreement with jurisdictions in the Mid-America Regional Council.

- 16 Sponsor: City Manager COMMITTEE SUBSTITUTE Amending Chapter 2, Code of Ordinances, by repealing and replacing Article IX, Division 8, “Healthcare System,” consisting of Sections 2-1390-2-1394 with a new Division 8 of like title consisting of Sections 2-1390-1393, to amend the name and membership of the Healthcare System Board of Trustees to the Healthcare System Board and to establish regulations for its operation; amending Workers’ Compensation Sections 2-1302 and 2-1304, with new sections of like number and subject matter, to amend the membership of the Workers’ Compensation Board and address compensability; and repealing Ordinance Nos. 180420 and 180775 for the purpose of reallocating healthcare association resources to the Healthcare System Fund.

- 19 Sponsor: Councilmember Melissa Robinson RESOLUTION - Directing the City Manager to review the revenue received by the City of Kansas City from local use taxes and report back to the City Council in 30 days; and further directing City Manager to prepare a comprehensive proposal regarding how the City could redistribute local use tax revenue in proportion with each sales tax imposed by the City without a destabilizing impact to City services and report back to the City Council within 120 days.
- 20 Sponsor: Director of General Services Department Authorizing the Manager of Procurement Services to execute a $109,500.00 Contract Amendment No. 4 with Doxim Utilitec, LLC, to add collections for third party payments for the Water Bill Printing and Mailing Services project for a total contract amount of $2,764,751.23; waiving the Section 2-1615(c) requirement for daily deposits; and recognizing this ordinance as having an accelerated effective date.
- 21 Sponsor: Mayor Quinton Lucas Reducing previously appropriated funds in the Public Mass Transportation Fund by $3,250,000.00; appropriating $3,250,000.00 from the unappropriated fund balance of the Public Mass Transportation Fund to the Kansas City Area Transport Authority ("KCATA") for the purpose of ensuring current headway times for all routes for the next six months and funding IRIS service for the next month; reducing previously appropriated funds in the Street Maintenance Fund by $2,350,000.00 and appropriating the same amount; requiring detailed accounting and audit provisions; authorizing the City Manager to execute an agreement or amendment with KCATA requiring KCATA to maintain current headway times on all routes for a period of six months and for IRIS service to continue for one month and to comply with established reporting requirements; and recognizing this ordinance as having an accelerated effective date.
- 22 Sponsor: Director of Law Department Approving and authorizing settlement of the lawsuits entitled City of Kansas City, Missouri v. International Association of Firefighters, Local No. 42, Case No. 2416-CV11242, including the resolution of the associated grievance and arbitration, and Dominic Biscari v. City of Kansas City, Missouri, Case No. 21-100877 for a Workers’ Compensation benefit filed by the employee for injuries resulting from an accident while employed by the City in the amount of $915,000.00.
