- 3 Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE RESOLUTION - Directing the City Manager to enter contract negotiations with United Way of Greater Kansas City for administration of an expanded Fountain Card program, a reloadable prepaid debit card and municipal identity platform, and authorization for the United Way to convene the necessary partner organizations to implement the program; and directing the City Manager to report back to Council within ninety days. - 5 Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Amending Chapter 70, Code of Ordinances, by repealing and replacing Section 70-1, Definitions; amending Chapter 70, Code of Ordinances, by enacting a new Section 70-706 entitled “Electric bicycles - rights and privileges - label, requirements - modifications require new label - product safety standards - authorized to ride, where, exceptions - class 3 electric bicycles, special provisions” for the purpose of updating and adding definitions, providing operating requirements, and establishing rights and privileges associated with electric bicycles, micro-mobility devices, and electric motorcycles in alignment with state law; and directing the City Manager to coordinate distribution of public safety education material regarding electric bicycles and micro-mobility devices throughout Kansas City.

- 7 Sponsor: Director of General Services Department Authorizing the Manager of Procurement Services to exceed the $1,000,000.00 contract threshold on an indefinite delivery/indefinite quantity (IDIQ) contract (EV2924-10) for environmental services with Tetra Tech, Inc. from funds previously appropriated; and authorizing the Manager or Procurement Services to amend the contract and exercise the City’s renewal options.
