  24. 2. Adoption of Pomona Safety Action Plan Related to Traffic Safety It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2026-32 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ADOPTING THE POMONA SAFETY ACTION PLAN 26-1250
  25. 3. Approval of Lot Merger LM11-2025 for the Property Located at 2218-2298 S. Garey Avenue, Pomona, CA, Assessor Parcel Numbers 8331-010-043, 8331-010-044, 8331-010-041 and 8331-010-045 (Council District 3) It is recommended that the City Council take the following actions: 1) Adopt the following Resolution: RESOLUTION NO. 2026-38 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING LOT MERGER LM11-2025 FOR THE PROPERTY LOCATED AT 2218-2298 S. GAREY AVENUE, ASSESSOR PARCEL NUMBERS 8331-010-043, 8331-010-044, 8331-010-041 AND 8331-010-045 2) Authorize the City Engineer to sign Lot Merger LM11-2025 on behalf of the City. 26-1282

Resolution Authorizing DTA Public Finance, Inc. as the Engineer of Record for Fiscal Year 2026-27 and Ordering the Preparation of the 2026-27 Engineer’s Report for the Consolidated Citywide Street Lighting and Landscaping Maintenance District It is recommended that the City Council adopt the following Resolution: RESOLUTION NO. 2026-39 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING DAVID TAUSSIG AND ASSOCIATES, INC., D/B/A/ DTA PUBLIC FINANCE, INC., AS THE ENGINEER OF RECORD FOR FISCAL YEAR 2026-27 AND ORDERING THE PREPARATION OF THE 2026-27 ENGINEER’S REPORT FOR THE CONSOLIDATED CITYWIDE STREET LIGHTING AND LANDSCAPING MAINTENANCE DISTRICT 26-1288

Award Construction Contract to Onyx Paving Company, Inc. in the Amount of $2,424,000 for “Street Preservation - Local Citywide (FY-25-26),” FD428, Capital Improvement Program (CIP) | CC2590 Capital Improvement Program (CIP) | Worktag: Project 68598 to Include all Base Bid and Additive Alternate Items It is recommended that the City Council take the following actions: 1) Award a construction contract to the lowest responsive bid from Onyx Paving Company, Inc. for “Street Preservation - Local Citywide (FY 25-26),” FD428, Capital Improvement Program (CIP) | CC2590 Capital Improvement Program (CIP) | Worktag: Project 68598 to include all Base Bid and Additive Alternate items in the amount of $2,424,000; 2) Authorize the execution of potential amendments / change orders up to 40 percent of the original contract price to allow for the inclusion of additional streets/work as needed; 3) Find that the project referenced above is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) and that the proposed project will not have a significant effect on the environment; 4) Authorize the City Manager to execute the construction contract and any subsequent amendments / change orders on behalf of the City of Pomona (City). 26-1290

Adopt a Resolution Approving Policies and Procedures Regarding the Provision of Water and Sewer Services to Proposed Developments that include Affordable Housing Units for Lower Income Households It is recommended that the City Council adopt the following Resolution: RESOLUTION NO. 2026-44 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING POLICIES AND PROCEDURES REGARDING THE PROVISION OF WATER AND SEWER SERVICES TO PROPOSED DEVELOPMENTS THAT INCLUDE AFFORDABLE HOUSING UNITS FOR LOWER INCOME HOUSEHOLDS 26-1306

Award a Bid for Laboratory Reagents and Testing Supplies to Hach Company It is recommended that the City Council take the following actions: 1) Award a purchase order to Hach Company for a term of three years for the procurement of water laboratory reagents and testing supplies, of which the City is currently in the second year of the informal award. 2) Authorize the City Manager to approve the purchase order and any extensions thereto, on behalf of the City. 26-1307

Approving an Agreement with the Los Angeles County Fair Association for Law Enforcement Services for the 2026 Los Angeles County Fair It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2026-40 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING AN AGREEMENT WITH THE LOS ANGELES COUNTY FAIR ASSOCIATION FOR LAW ENFORCEMENT SERVICES FOR THE 2026 LOS ANGELES COUNTY FAIR IN THE AMOUNT OF $800,074 AND AMENDING THE FY 2025-26 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES BY $69,097 AND APPROPRIATING $69,097 IN THE GENERAL FUND 2) Authorize the City Manager, or designee, to execute any and all agreements on behalf of the City, in substantially the form submitted, subject to review and approval by the City Attorney. 26-1301

Approval of Salary Increase for the City Manager and Adoption of Resolution 2026-35 Amending the Citywide Salary Schedule It is recommended that the City Council take the following actions: 1) Approve a four percent (4%) pay increase effective February 8, 2026, for City Manager Anita D. Scott in accordance with her employment contract; and 2) Adopt the following resolution: RESOLUTION NO. 2026-35 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA AMENDING THE CITY OF POMONA’S SALARY SCHEDULE FOR FISCAL YEAR 2025-26 TO MEET THE REQUIREMENTS OF CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTIONS 570.5 AND 571 TO MODIFY THE SALARY OF THE CITY MANAGER 26-1325

Introduction and First Reading of a Proposed Uncodified Ordinance Authorizing Emergency Waiver of City Purchasing and Bidding Requirements for Homeless Projects It is recommended that the City Council adopt the following uncodified ordinance: ORDINANCE NO. 4367 - AN UNCODIFIED ORDINANCE OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, CONCERNING TWO-YEAR TEMPORARY WAIVER OF THE CITY’S PURCHASING AND BIDDING REQUIREMENTS FOR HOMELESS PROJECTS 26-1229

Consideration of an Ordinance Relating to Camping and Storing Personal Property on Public Property It is recommended that the City Council introduce, waive further, and give first reading to the following ordinance: ORDINANCE NO. 4369 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING CHAPTER 46 (“STREETS, SIDEWALKS AND OTHER PUBLIC PLACES”), ARTICLE XII (“CAMPING, SLEEPING OR STORAGE OF PROPERTY”), SECTIONS 46-601 - 46-606 OF THE POMONA CITY CODE AND ADDING SECTIONS 46-607 - 46-611 RELATING TO CAMPING AND STORING PERSONAL PROPERTY ON PUBLIC PROPERTY 26-1314

Discussion Regarding Replacement of Two Crossing Guard Locations in Current Contract It is recommended that the City Council provide direction related to the following: 1) Utilize the adopted 2022 School Crossing Guard Study, prioritize filling future School Crossing Guard locations: a. Prioritize Simons Middle School (San Antonio and Franklin) and Vejar Elementary School (White and Grand) as the current two crossing guard location vacancies within the Police Department’s contract; and b. Authorize the City Manager to update any policies or procedures to reflect utilization of the 2022 School Crossing Guard Study to determine future crossing guard locations. 26-1302
