Support the submission of two Encampment Resolution Funding project applications to support the City of Salinas on Encampments along the Davis Street Corridor and Chinatown areas. Recommend that the Board of Supervisors approve basing Kents Court affordable rents on 30% of the tenant’s certified annual income with a reasonable utility allowance based on the Housing Authority of the County of Monterey’s Energy Efficient Utility Allowance adopted annually. Receive a report regarding County allocations for HOME Investment Partnership Program funds of $500,000 for the Amended County Community Development Block Grant and HOME Investment Partnership Act 2025-2029 Consolidated Plan and Annual Action Plan for Fiscal Year 2025-26; b. Support a recommendation that the Board of Supervisors approve the HOME Investment Partnership Program funding recommendations to be included in the Draft Amended Community Development Block Grant and HOME Investment Partnership Act 2025-2029 Consolidated Plan and Annual Action Plan for Fiscal Year 2025-26; c. Support a recommendation that the Board of Supervisors approve an overall plan for the Amended Community Development Block Grant and HOME Investment Partnership Act 2025-2029 Consolidated Plan; and d. Direct staff to prepare Amended Community Development Block Grant and HOME Investment Partnership Act 2025-2029 Consolidated Plan and Annual Action Plan for Fiscal Year 2025-26 for consideration by the Board of Supervisors on November 4, 2025, as required by U.S. Department of Housing and Urban Development regulations. Provide direction to staff on potential amendments to the Inclusionary Housing Ordinance (IHO) and General Plan (GP) Land Use Policies LU-1.19, LU-2.11 and LU-2.13 including: c. The applicability of the IHO based on the appropriate number of lots/units proposed in a development; d The appropriate percentage of for sale lots/units and for rent units that should be required at very-low, low, and moderate incomes; and e. The need and feasibility for the provision of work force I and II housing and the extent to which this requirement creates a constraint on overall housing development: f. Provide direction to staff to develop a new Inclusionary In-Lieu; and g. Direct staff to report the findings of the required analysis and recommended changes to the Inclusionary Housing Ordinance and 2010 Inland General Plan to the full Board of Supervisors by February 28, 2026.
