  3. 3 The Board of Supervisors welcomes you to its meetings, which are regularly scheduled each Tuesday. Your interest is encouraged and appreciated. Meetings are held in the Board Chambers located on the first floor of the Monterey County Government Center, 168 W. Alisal St., Salinas, CA 93901. As a courtesy to others, please turn off all cell phones and pagers prior to entering the Board Chambers. ALTERNATE AGENDA FORMATS: If requested, the agenda shall be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 USC Sec. 12132), and the federal rules and regulations adopted in implementation thereof. Individuals with a disability requiring a modification or accommodation, including auxiliary aids or services, in order to participate in the public meeting may make these requests to the Clerk of the Board Office. Introduce, waive first reading, and set June 23, 2026 at 10:30 a.m. as the date and time to consider adoption of an ordinance amending Section 12.28.010 of the Monterey County Code to prohibit parking at all times on both sides of State Highway 1 from approximately 900 feet north of the north abutment of Bixby Bridge (Caltrans Post Mile 59.64) to approximately 700 feet south of the south abutment of Bixby Bridge (Caltrans Post Mile 59.25), in the unincorporated area of Monterey County; b. Find that the adoption of the ordinance is statutorily exempt under the California Environmental Quality Act (CEQA) pursuant to Section 15269(c) of the CEQA Guidelines because the action will involve specific actions necessary to prevent or mitigate an emergency; and c. Authorize the Director of Public Works, Facilities and Parks to apply on behalf of the County for an encroachment permit from Caltrans to install no parking signs on both sides of State Highway 1 in the limits described in the ordinance around Bixby Bridge. REF250037 - WATER ALLOCATION BOARD POLICY Consider adopting a resolution to approve a water allocation policy for the allocation of limited excess water from the California American Water Company (Cal-Am) service area of the Monterey Peninsula Water Management District (MPWMD) for areas of unincorporated Monterey County served by MPWMD. Proposed California Environmental Quality Act Action: The proposed County of Monterey Water Allocation Policy (Policy) is exempt from further (CEQA) review pursuant to CEQA Guidelines section 15061(b)(3) as the proposed Policy does not make any changes to allowable uses or development regulations at any location in unincorporated Monterey County. Additionally, any future discretionary development that obtains water allotment pursuant to the Policy will undergo the necessary environmental review pursuant to CEQA when the project is considered. Lastly, the Monterey Peninsula Water Management District (MPWMD) analyzed the potential effects of water allocation made available through the Pure Water Monterey Expansion project via Environmental Impact Report Addendum (dated January 2024, State Clearinghouse #2013051094).
