In accordance with Government Code 54952.3, it is hereby announced that the City Council sits either simultaneously or serially as the Parking Authority, the Public Financing and Economic Development Authority, and the Successor Agency to the Redevelopment Agency. City Council members receive a monthly stipend of $500.00 by Charter for sitting as the City Council; and the Mayor receives an additional $100.00 each month as a part of the adopted budget and Resolution 2024-78. The members of the Parking Authority, the Public Financing and Economic Development Authority, and the Successor Agency to the Redevelopment Agency receive no compensation.

SUBJECT: Authorizing a Letter of Conditional Commitment Reservation of up to $1,756,934 of the City’s U.S. Department of Housing and Urban Development (HUD) Home Investment Partnership Program (HOME) Funding to Linc Housing Towards Construction of an Affordable Rental Housing Project REPORT IN BRIEF Considers authorizing a conditional commitment reservation letter to be signed by the City Manager and issued to Linc Housing, developer of the future “I Street, Merced” Apartments, a 54-unit affordable housing project to be located over five combined parcels (pending lot merger) for up to $1,756,934 of the City’s 2021, 2022, and 2023 allocations of HUD HOME funds. RECOMMENDATION City Council - Adopt a motion: A. Authorizing a Conditional Commitment Reservation letter to be provided to developer Linc Housing, for the pending 54-unit affordable housing project, for up to $1,756,934 of the City’s HUD HOME funding; and, B. SUBJECT: Approval of a Professional Services Agreement with Precision Civil Engineering, Inc. in the Amount of $246,587.65, and a Deposit and Reimbursement Agreement with Tavares 2015 Trust in the Amount of $271,245.82, for the Preparation of an Environmental Report to Facilitate the Annexation (Annexation-25-0003) of 37 Parcels, Approximately 366 Acres REPORT IN BRIEF Considers approving a Professional Services Agreement with Precision Civil Engineering, Inc., along with a Reimbursement Agreement with Tavares 2015 Trust, for the preparation of an environmental document to annex 366 acres into the City of Merced for future development. The subject site is located on the northeast corner of East Mission Avenue and Tyler Road. RECOMMENDATION City Council - Adopt a motion: A. Approving the Deposit and Reimbursement Agreement with Tavares 2015 Trust, a California Limited Partnership, in the amount of $271,245.82 to cover the cost of the consultant contract ($246,587.65) and staff time ($24,658.17) for the administration of the environmental review process; and, B.
