  2. 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Govt.   17. 16 PLANNING AND BUILDING SERVICES SUBJECT: Proposed amendment of the Land Use Element of the Lassen County General Plan adding Goals, Policies and Implementation Measures for camping on private property and on county public property. FISCAL IMPACT: Unknown. ACTION REQUESTED: 1) Receive report from staff and recommendation of approval from the Planning Commission; and 2) conduct a public hearing as required by Government Code Section 65355; and 3) adopt a resolution adopting the Camping General Plan Amendment.   18. 17 10:10 a.m.: PLANNING AND BUILDING SERVICES SUBJECT: Public hearing in accordance with Government Code Section 65856 to consider a proposed ordinance amending Title 18 of the Lassen County Code to add Chapter 18.107 (Camping), add Chapter 18.85 (Camping on Private Property Outside Designated Campgrounds Combining District), amend Section 18.08.020 (Combining Districts-Established-Designated), add an administrative camping permit fee to Section 3.18.020, repeal Chapter 7.08 (House Court, Tent Camp Spaces), and repeal Section 18.102.017 (Recreational vehicle use as temporary living quarters) and adopt a rezone ordinance to rezone the Spaulding Eagle Lake Tract, as said Tract is shown on the map filed in Book 1, Pages 50-52, of the Official Records of Lassen County, California., into the Combining District being created. FISCAL IMPACT: The cost to implement the ordinance should be offset by the fee being established. ACTION REQUESTED: 1) Receive report from staff and recommendation of approval from the Planning Commission; and 2) conduct a public hearing; and 3) introduce and waive the first reading of the ordinance.   28. 26 AMENDMENT TO AGREEMENT BETWEEN PARTNERSHIP HEALTHPLAN OF CALIFORNIA AND LASSEN COUNTY SUBJECT: Amendment Number 2 to the Master Administration Services Agreement between Partnership HealthPlan of California and Lassen County for Substance Use Disorder Services. FISCAL IMPACT: This is a Revenue Agreement based on Services Provided. ACTION REQUESTED: 1) Approve the Amendment; and 2) authorize the County Administrative Officer to execute the Agreement.   29. 27 AMENDMENT TO AGREEMENT BETWEEN CALIFORNIA DEPARTMENT OF SOCIAL SERVICES AND LASSEN COUNTY SUBJECT: Amendment to Agreement #22-5002 between the California Department of Social Services and Lassen County Health and Social Services to provide adoption services in the amount of $179,910 per Fiscal Year for a total contract amount of $899,550 for Fiscal Years 2022/2023, 2023/2024, 2024/2025, 2025/2026, and 2026/2027. FISCAL IMPACT: This agreement will be paid from Community Social Services Fund/Budget Unit No.120-0852.
