- 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. - 32 LOCAL ENFORCEMENT AGENCY GRANT SUBJECT: Resolution to apply for grant funding from CalRecycle for solid waste program. FISCAL IMPACT: $17,000 received annually, which will be used toward Environmental Health staffing expenses. ACTION REQUESTED: 1) receive report; and 2) adopt resolution.

- 34 JOHNSTONVILLE ROAD BRIDGE RAIL PROJECT SUBJECT: Second amendment to agreement with NCE for environmental services of Johnstonville Road Bridge Rail Project. FISCAL IMPACT: Total agreement amount will be $88,810.28. Funding is available in Road Fund/Budget Unit No. 122-1221. ACTION REQUESTED: 1) Approve the amendment to the agreement; and 2) authorize the Director of Public Works to execute the amendment.

- 39 SUPERVISOR GALLAGHER SUBJECT: Ordinance repealing County Code Chapter 9.34 (Spalding Marina Regulations) and amending County Code Chapter 13.10 (Regulation of Activities at Spalding Boat Ramp). FISCAL IMPACT: None. ACTION REQUESTED: 1) Waive the second reading and adopt the ordinance; and/or 2) provide direction to staff.

- 41 GRANT AGREEMENTS SUBJECT: Grant agreements with Regents of the University of California for two grants to fund spay and neuter of dogs and cats through the animal shelter. FISCAL IMPACT: Revenue would continue spay and neuter program coordination between the animal shelter and Lassen Human Society ACTION REQUESTED: 1) Approve the agreements funding in a total amount of $155,000 to fund spay and neuter of dogs and cats through the animal shelter; and 2) authorize the Director of Public Works to execute the agreements.
- 42 SHERIFF'S DEPARTMENT
- 43 CORRECTIONAL RELEASE COORDINATOR SUBJECT: The Sheriffβs Office request to create and fund a new position for a Correctional Release Coordinator to be assigned the duties required by the State mandated Cal-AIM program. FISCAL IMPACT: The resulting increase in FTE cost to the County would be approximately $3.16/hour to create the new position at a POA 18, offset in part with the elimination of the Community Services Officer (CSO) position, Police Officer's Association (POA) 15 and paid for primarily through Cal-AIM funding. ACTION REQUESTED: 1) Approve the creation of the job description for Correctional Release Coordinator; and 2) un-fund the position of Community Services Officer-Inmate Services; and 3) fund a Full-Time Equivalent Position for Correctional Release Coordinator; and/or 4) provide direction to staff.
