  2. 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Govt. Code Section 54957.5, any public record distributed to the Board of Supervisors less than 72 hours prior to this meeting in connection with any agenda item shall be made available for public inspection at the office of the Clerk of the Board, 220 S. FISCAL IMPACT: To be determined. ACTION REQUESTED: 1) Receive presentation, receive public comment, and hold discussion; and 2) consider referring the item to the Lassen County Fish and Game Commission for further study with the California Department of Fish and Wildlife, and may include making Commission recommendations to the Board of Supervisors.   20. 19 NORCAL EMS CONTRACT SUBJECT: Modification of Agreement for EMS Services between Northern California EMS, Inc (NorCal EMS), and Lassen County establishing terms and conditions for NorCal EMS to act as the Local EMS Agency for Lassen County for the term of July 1, 2024 through June 30, 2025. FISCAL IMPACT: Annual payment of $30,183.60 to be paid from Fund/Budget Unit No. 100-0101. ACTION REQUESTED: 1) Approve Modification of Agreement; and 2) authorize the Chairman to execute.   27. 26 AGREEMENT FOR LASSEN COUNTY OFFICE OF EDUCATION SUBJECT: Agreement to provide network and technology services and support between the County of Lassen and the Lassen County Office of Education. FISCAL IMPACT: Paid from the Internal Services Department Fund/Budget Unit No.104-0322, or other County Departments as needed and budgeted. The amount is not to exceed $120,000, per year. ACTION REQUESTED: 1) Approve agreement for network and technology services and support between the County of Lassen and the Lassen County Office of Education, for a three-year period Fiscal Year 2024/2025 through Fiscal Year Fiscal Year 2026/2027); and 2) authorize the County Administrative Officer to execute the agreement. FISCAL IMPACT: If program is not discontinued additional licensing and contract fees will be incurred against Mental Health Fund/Budget Unit No. 110-0751.   32. 30 ENGINEERING DESIGN SERVICES FOR PUBLIC WORKS SUBJECT: Bid Award: Engineering Services for Whitehead Slough Bridge (7C-70) FISCAL IMPACT: The not-to-exceed agreement amount is $246,129.22. Funding will be budgeted in Fiscal Year 2024/2025 Road Construction Fund/Budget Unit No. 122-1222 and will be reimbursed through the Caltrans Highway Bridge Program. The design and associated expenditure will occur over the next several fiscal years. ACTION REQUESTED: 1) Approve consultant agreement with Morrison Structures, Inc., to perform engineering services for the Whitehead Slough Bridge (7C-70); and 2) authorize the Public Works Director to sign an agreement with Morrison Structures for an amount not-to-exceed $246,129.22. ACTION REQUESTED: 1) Approve the resolution adopting a list of projects for Fiscal Year 2024/2025 funded by SB1: The Road Repair and Accountability Act of 2017; and 2) authorize the Chairman to sign.
