FISCAL IMPACT: Funding for MHSA programs are dependent on the approval of the plan and updates. ACTION REQUESTED: Adopt the Fiscal Year the Mental Health Services Act Two-Year Plan Fiscal Year 2024-26, Mental Health Services Act Annual Update Fiscal Year 2022-23, and Mental Health Services Act Annual Update Fiscal Year 2023-24 and approve its submission to the Mental Health Services Oversight and Accountability Commission (MHSOAC).   41. 37 SALES TAX BALLOT MEASURE RESOLUTION SUBJECT: Consideration of a resolution submitting to the voters of Lassen County an ordinance imposing a special tax to be used for public safety purposes. FISCAL IMPACT: To be determined. Purpose of this resolution is to submit the ordinance to the voters, and to provide instructions to the Lassen County Clerk and county staff. ACTION REQUESTED: 1) Adopt Resolution and/or 2) provide direction to staff. ID# 420-24 adopted Pass
  42. 38 SALES TAX BALLOT MEASURE ORDINANCE SUBJECT: Second reading and adoption of an ordinance proposing the imposition of a special tax to be used for public safety purposes and subject to approval by the voters of Lassen County by a two-thirds vote at the upcoming November 5, 2024, general statewide election. FISCAL IMPACT: Approximately $1,500,000 dollars in revenue to the County of Lassen. If approved by the voters of Lassen County, the ordinance proposes an expenditure plan wherein proceeds of the special tax may be used for Lassen County Sheriff, Fire, Lassen County Office of Emergency Services, Lassen County Probation, Lassen County District Attorney and Lassen County Code Enforcement services, including, but not limited to, their wages, salaries, benefits, training and equipment; for personnel; and public safety communications. FISCAL IMPACT: Estimated annual increase to Building Fees of $24,000, Planning Fees $7,000, Environmental Health Fees $40,000, Mining Fees is unknown.
