- 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Govt. - 27 LETTER TO US FOREST SERVICE SUBJECT: Approval of a letter to the U.S. Forest Service regarding uncompleted projects on federal forest lands including post-fire restoration, fuels reduction, and recreation projects, and authorization to the Chair to execute the letter. FISCAL IMPACT: Unknown. ACTION REQUESTED: Approve and authorize the Chairman to sign the letter.

- 31 BEHAVIORAL HEALTH AGREEMENT WITH CASA SERENITY, LLC SUBJECT: Agreement between Lassen County and Casa Serenity, LLC. to provide residential care services for adults for the term of July 1, 2024, to June 30, 2025, and a maximum amount of $100,000. FISCAL IMPACT: This agreement will be paid from Fund/Budget Unit No. 110-0751 and 110-0771. ACTION REQUESTED: 1) Approve the Agreement with Casa Serenity, LLC; and 2) authorize the County Administrative Officer to execute the Agreement.

ACTION REQUESTED: 1) Approve the Agreement with Davis Guest Home, Inc.; and 2) authorize the County Administrative Officer to execute the Agreement.

FISCAL IMPACT: This agreement will be paid from Fund/Budget Unit No. 110-0751 and 110-0771. ACTION REQUESTED: 1) Approve the Agreement with the Willow Glen Care Center; and 2) authorize the County Administrative Officer to execute the Agreement.
- 34 BEHAVIORAL HEALTH AGREEMENT WITH LASSEN INTERVENTION, LLC SUBJECT: Agreement between Lassen County and Lassen Intervention, LLC to provide after-hour emergency response and evaluations in accordance with California Welfare and Institutions Code (WIC) Article 1 (5150) for the term of May 31, 2024, to June 30, 2025, and a Maximum amount of $179,000. FISCAL IMPACT: This agreement will be paid from Fund/Budget Unit No. 110-0771, 110-0751 and 164-0752. ACTION REQUESTED: 1) Approve the Agreement with Lassen Intervention, LLC; and 2) authorize the County Administrative Officer to execute the Agreement.

- 43 AMENDED AGREEMENT BETWEEN COUNTY OF LASSEN AND COLWEST INVESTMENTS, LLC SUBJECT: Amended Agreement Between Lassen County and ColWest Investments, LLC for the Behavioral Health Bridge Housing Program that the County was awarded in the amount of $1,637,126 for the term of May 1, 2024, through June 30, 2027. FISCAL IMPACT: The Behavioral Health Bridge Housing grant will be used for this agreement. There is no impact to the County general fund. ACTION REQUESTED: 1) Approve the amended agreement with ColWest Investments, LLC.; and 2) authorize the County Administrative Officer to execute the amended agreement.
- 44 HOUSING AND GRANTS COMMUNITY DEVELOPMENT BLOCK GRANT UPDATE SUBJECT: Staff Report on Community Development Block Grant (CDBG). FISCAL IMPACT: There is no impact to County General Funds. ACTION REQUESTED: 1) Receive report; and 2) Provide direction to staff.
- 45 HOUSING AND GRANTS AGREEMENT WITH COUNTY MEDICAL SERVICES PROGRAM GOVERNING BOARD SUBJECT: Grant Agreement between Lassen County and the County Medical Services Program Governing Board for the Local Indigent Care Needs Implementation Grant Program for the term of September 1, 2024, to October 31, 2028, in the amount of $1,500,000. FISCAL IMPACT: This is a revenue agreement for Fund/Budget Unit No. 110-0941. ACTION REQUESTED: 1) Approve the Agreement with the County Medical Services Program Governing Board; and 2) authorize the Chairman to execute the Agreement.
