  3. 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Govt.   35. 31 CALPERS PUBLICLY AVAILABLE PAY SCHEDULES (PAPS) INCREASE IN PAY RATES SUBJECT: Resolution adopting and providing to CalPERS Publicly Available Pay Schedules (PAPS) increasing pay rates by 3.1% effective July 5, 2026, for 1) Appointed Department Heads, Confidential Employees and Elected Officials; 2) Management and Professionals Association; 3) Peace Officers Association; 4) Peace Officers Management Association; 5) Road Workers Association; and 6) General Unit-UPEC Local 792. FISCAL IMPACT: A 3.1% increase in salaries for six (6) bargaining units within various departments. Departments have included the increase in their respective FY 2026-27 budgets.   39. 35 CALIFORNIA DEPARTMENT OF PUBLIC HEALTH FUTURE OF PUBLIC HEALTH FUNDING SUBJECT: Lassen County Public Health requests approval to accept funding from the California Department of Public Health through the Future of Public Health allocation. These funds will support strengthening the public health infrastructure, workforce, and foundational public health capabilities to enhance the delivery of essential public health services to Lassen County residents. FISCAL IMPACT: The funding received from the California Department of Public Health will be deposited into Public Health Fund/Budget Unit No. 110-0731 in the amount of $272,712. ACTION REQUESTED: 1) Approve acceptance of the California Department of Public Health Future of Public Health funding; and 2) authorize the County Administrative Officer to execute all funding agreements, amendments, and related documents necessary to administer the funding; and 3) authorize the Director of Public Health to accept future annual California Department of Public Health Future of Public Health allocations, execute related agreements, amendments, and documents until June 30, 2029.   52. 47 ACCEPTANCE OF CALIFORNIA DEPARTMENT OF PUBLIC HEALTH CALIFORNIA HOME VISITING PROGRAM GRANT AWARD SUBJECT: Lassen County Public Health has been awarded $1,255,185 by the California Department of Public Health through the California Home Visiting Program Request for Applications. The funding will support implementation of the California Home Visiting Program, which provides evidence-based home visiting services to eligible individuals and families with young children to improve maternal and child health outcomes. FISCAL IMPACT: The grant funding in the amount of $1,255,185 for fiscal years 2026/2027 $418,395; 2027/2028 $418,395 and 2028/2029 $418,395 will be deposited into Public Health Fund/Budget Unit No. 110-0731. ACTION REQUESTED: 1) Approve the grant agreement with the California Department of Public Health; and 2) authorize the County Administrative Officer to execute the grant agreement.
