- 18 JOINT CONSENT CALENDAR
- 1. Recommended Action: It is recommended that the City Council approve the Draft Minutes from the Regular Meeting held Tuesday, April 16, 2024.
- 2. Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District.
- 3. Recommended Action: It is recommended that the City Council authorize the City Manager to approve an amendment of $22,500 to the existing contract with Albert Risk Management Consultants (Albert Risk), for a revised not-to-exceed contract amount of $62,000 and approve a one-year contract extension for Phase Two of the JPA evaluation process.
- 4. Recommended Action: It is recommended that the City Council authorize the City Manager to amend the existing agreement with Pacific Products & Services, LLC in the amount of $130,000 for a total not-to-exceed amount of $380,000, and approve a one-year contract extension for the purchase of traffic signs and sign materials.
- 5. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to approve a one-year contract extension for vehicle maintenance and repairs with G & M Automotive Center and increase the contract in the amount of $300,000 for a new not-to-exceed amount of $875,000 for vehicle maintenance and repairs.
- 6. Recommended Action: It is recommended that the City Council authorize the City Manager to approve the procurement of one (1) 2024 Chevy Silverado 2500HD 4 X 4 utility truck for the Streets Maintenance Program and enter into an agreement with Victorville Chevrolet for the not-to-exceed amount of $73,000.
- 7. Recommended Action: It is recommended that the City Council and Board Members of the Hesperia Water District (District) authorize the City Manager to approve an amendment of $30,000 to the existing contract with GP Electric Motor, for a total revised not-to-exceed amount of $190,000 for well motor maintenance.
- 8. Recommended Action: It is recommended that the City Council authorize the City Manager to approve an amendment of $357,585 to the existing contract with Guardian Street Sweeping for a revised not-to-exceed amount of $1,072,755 for street sweeping services and to approve a one-year contract extension for street sweeping.
- 9. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to approve an amendment to the existing contract with Alltech Industries, Inc. for an additional $164,400 for a revised not-to-exceed contract amount of $414,964 and approve a one-year contract extension for unarmed security services.
- 10. Recommended Action: It is recommended that the City Council adopt Resolution No. 2024-14 approving Final Map No. 20648-1 to create 20 residential lots and 1 homeowners association (HOA) community lot with a remainder parcel on approximately 15.61 gross acres and accept right-of-way necessary to develop Tract 18989-1 Lot 26, Planning Area 17 of the Tapestry Specific Plan (Applicant: Silverwood Development Phase I, LLC).
- 11. Recommended Action: It is recommended that the City Council authorize the City Manager to approve an amendment to the existing contract with Apple Valley Communications for an additional $50,000 for a revised not-to-exceed contract amount of $100,000 and approve a one-year contract extension for after hour telephone answering services.
- 12. Recommended Action: It is recommended that the City Council formally adopt the City Mission Statement, Values, and Goals as revised.
- 13. Recommended Action: It is recommended that the City Council approve the award of two (2) Professional Services Agreements (PSAs) to Architerra Design Group and Community Works Design Group each in the not to exceed amount of $150,000 for on call landscape and irrigation plan check services for a term of three (3) years.

- 33 WAIVE READING OF ORDINANCES Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
- 14. Recommended Action: Place on second reading and adopt by title waiving the text of Ordinance No. 2024-05 approving SPLA24-00002, adopt Resolution No. 2024-12 approving CUP22-00017, and adopt Resolution No. 2024-11, recommending that the City Council make the environmental determination pursuant to the California Environmental Quality Act (CEQA) by certifying the Final Environmental Impact Report (FEIR) and adopting a statement of overriding considerations.
- 15. Recommended Action: Place on second reading and adopt by title waiving the text of Ordinance No. 2024-06 adding a new Section 16.20.161 to Title 16 [Development Code], Chapter 20 [General Regulations], Article V [General Performance Standards] of the Hesperia Municipal Code regarding the completion and maintenance of public improvements prior to issuance of a building permit and certificate of occupancy.

- 16. Recommended Action: It is recommended that the City Council, after reviewing the City Council Advisory Committee (CCAC) CAP applicant rankings, Exhibit “A,” adopt Resolution No. 2024-10 approving the Program Year (PY) 2024-25 CAP funding for each applicant.
- 17. Recommended Action: It is recommended that the City Council/Board receive and file this staff report, which provides information about the current status of the City of Hesperia’s proposed operating budget for Fiscal Year (FY) 2024-25.
