  1. 1 PUBLIC PARTICIPATION INSTRUCTIONS: The Commission meeting room will be open to the public. The meeting will continue to be live-streamed via Zoom. By participating in this meeting, you acknowledge that you are being recorded. To observe the live stream of the Commission meeting go to https://edcgov-us.zoom.us/j/91249101434. Members of the public may address the Commission in-person or via Zoom to make a public comment. The public should call into 530-621-7603 or 530-621-7610. The Meeting ID is 912 4910 1434. Please note you will not be able to join the live-stream until the posted meeting start time. If you are joining the meeting via zoom and wish to make a comment on an item, press the "raise hand" button. If you are joining the meeting by phone, press *9 to indicate a desire to make a comment. Speakers will be limited to 3 minutes. Although the County strives to offer remote participation, be advised that remote Zoom participation is provided for convenience only. In the event of a technological malfunction, the only assurance of live comments being received by the Commission is to attend in person. Except for a noticed teleconference meeting, the Commission reserves the right to conduct the meeting without remote access if there is a malfunction. If you choose not to observe the Commission meeting but wish to make a comment on a specific agenda item, please submit your comment in writing. You are encouraged to submit your comment in writing by 4:00 PM on the Tuesday before the meeting to ensure the Commission has adequate time to review. Please submit your comment to the Clerk of the Board at edc.cob@edcgov.us. Your comment will be placed into the record and forwarded to Commission members.

  3. 3 PROTOCOLS FOR PUBLIC COMMENT
  4. 4 Public comment will be received at designated periods as called by the Commission Chair. Individuals will have three minutes to address the Commission. Except with the consent of the Commission, individuals shall be allowed to speak to an item only once. Individual Commission members may ask clarifying questions but will not engage in substantive dialogue with persons providing input to the Commission. If a person providing input to the Commission creates a disruption by refusing to follow Commission guidelines, the Commission Chair may take the following actions: Step 1. Request the person adhere to Commission guidelines. If the person refuses, the Commission Chair may turn off the speaker’s microphone. Step 2. If the disruption continues, the Commission Chair may order a recess of the Commission meeting. Step 3. If the disruption continues, the Commission Chair may order the removal of the person from the Commission meeting.

At the appropriate time as called by the Chair, members of the public may make a comment on matters on the Consent Calendar prior to Commission action.

  14. E. GUEST SPEAKER - VETERAN SPOTLIGHT
  15. 3. Presentation by Corde Wagner from Team Rubicon and how they are helping veterans in the community. 24-0692
  16. F. ACTION ITEMS
  17. 4. The Veteran Affairs Commission will vote on proposed changes to the Veteran Affairs Commission Bylaws. -Changes include adding a part VII to item 6, section A: "Commission will determine whether decisions/actions recommended by the County Veterans Service Officer resulting from objections to the placement of any memorial at the County Veteran Monument shall stand as is, be modified or be overturned." 24-0648
  18. 5. The Veteran Affairs Commission will vote on using Veteran Affairs Transient Occupancy Tax (VA TOT) grant funding for hiring an Office Assistant at the Veterans Service Office. 24-0694
  19. G. Veterans Service Officer Brown reported the office filled the Veterans Service Representative (VSR) open position. Brown also reported on Senate Bill 1124, which aims to protect Veterans from predatory practices by addressing the issue of "claim sharks". Next, Brown reported that the Veterans Service Office is very busy with an increase in phone calls, appointments, and walk-ins. Lastly, Brown reported VSR Tisha Holy is still providing services to veterans in the South Lake Tahoe area twice a month. 24-0767
  20. H. COMMITTEE REPORTS - RECEIVE AND FILE
  21. 21 • VA TOT (Transient Occupancy Tax) (Reynolds) - Reynolds reported the VA TOT Committee grants are open for applications through the middle of May. The VA TOT Committee will be looking through the applications before taking them to the VAC for approval. Reynolds would like to have a workshop to help organizations fill out the application since there seems to be some confusion. Reynolds also said he would like for the VA TOT Committee to have two grant periods again to help the veteran community. • RULES (Welch) • SPECIAL COMMITTEE – HOUSING (Welch) - Welch was not present to report on any updates with Rules or Housing. • LEGISLATIVE (Smith) - Smith reported there is nothing new to report on Legislation. • TRANSPORTATION (Thompson) - Whalen updated the VAC on the van: currently there is an issue with drivers and insurance. Whalen reported Jim Goodspeed is purchasing bus passes for veterans to use while they sort out what is going on with the van. Whalen mentioned Daughters of the Revolution and My Ride as a possible reimbursement for assistance. • BUDGET (Reynolds/Mullens-Becker) - Reynolds said they would need to meet with the Health and Human Services Agency staff to discuss a few items, but there is nothing to report at this time. • EDUCATION & EMPLOYMENT (Mullens-Becker) - Mullens-Becker was not present to report on any updates with Education and Employment. • OUTREACH (Reynolds) - Reynolds reported there is nothing new to report on Outreach

  25. 23 • VETERANS MEMORIAL BUILDING (VMB) – VETERANS HOUSE COUNCIL (Reynolds) - Reynolds reported they do not currently have the VMB House Council meeting minutes since the secretary was not able to attend the last VMB House Council meeting. Reynolds reported the VMB is looking into having the building painted and reported it would cost $25K to paint the inside and $60K to paint the outside. There is a concern with the floors being slippery since the flood in early 2023. Reynolds also reported they are looking at contracting with the county cleaner to clean the floor downstairs since the organizations renting the rooms are having a hard time cleaning them. Additionally, the chairs in the VMB need to be cleaned as well. Reynolds also reported the VMB is interested in dropping the ceiling, but the VMB does not know who will be paying for it at this moment. • AMERICAN LEGION SERVICE OFFICER (Zelinsky) - Zelinsky spoke about the Home Improvement and Structural Alteration (HSIA) loan for veterans to assist with home improvements/alterations. He stated it would be easier to access funds through HSIA as opposed to using VA TOT funds. Zelinsky also introduced Larry Nunez, an Out Reach Specialist from Victory Village in Jackson. Nunez let the VAC know that Victory Village is expanding and accepting more application for their rentals for veterans. • EDC VETERANS ALLIANCE (Campbell) - Wolfe spoke about an event to help clean up the monument on May 25th. Wolfe mentioned there was a request for volunteers to help with the cleanup for the Memorial Day Celebration on May 27th. He reported the EDC Veterans Alliance were also having issues with getting guests from the military to be there for the celebration. EDC Veterans Alliance was able to connect with a Captain to be present for the celebration. • VA VET CENTER/MILITARY FAMILY SUPPORT GROUP/EL DORADO VETERAN RESOURCES (Whalen) - Whalen reported the VA Vet Center has a counselor coming up weekly to work with veterans on Tuesdays and every other Thursday at the VMB. The Advance Combat Group is still meeting on Friday mornings at the VMB East Room. Whalen said the VA Vet Center will be hosting a Welcome to Summer BBQ in May, but they are not sure of which day just yet. VA Vet Center would be present at the El Dorado County Fair in June with their Mobile VA Vet Center. • REGIONAL VETERAN EVENTS - Whalen reported numerous events for veterans and their families happening in the El Dorado County community within in the next six months, as well as the counties surrounding El Dorado County. Reynolds requested the list of events so he could post the events on the County of El Dorado Veterans Affairs Facebook Page.

  28. 26 Open Forum is an opportunity for members of the public to address the Veteran Affairs Commission on subject matter that is not on their meeting agenda and within their jurisdiction. Public comments during Open Forum are limited to three minutes per person. The Commission Chair may limit public comment during Open Forum.
