  1. 1 PUBLIC PARTICIPATION INSTRUCTIONS: The Commission meeting room will be open to the public. The meeting will continue to be live-streamed via Zoom. By participating in this meeting, you acknowledge that you are being recorded. To observe the live stream of the Commission meeting go to https://edcgov-us.zoom.us/j/91249101434. Members of the public may address the Commission in-person or via Zoom to make a public comment. The public should call into 530-621-7603 or 530-621-7610. The Meeting ID is 912 4910 1434. Please note you will not be able to join the live-stream until the posted meeting start time. If you are joining the meeting via zoom and wish to make a comment on an item, press the "raise hand" button. If you are joining the meeting by phone, press *9 to indicate a desire to make a comment. Speakers will be limited to 3 minutes. Although the County strives to offer remote participation, be advised that remote Zoom participation is provided for convenience only. In the event of a technological malfunction, the only assurance of live comments being received by the Commission is to attend in person. Except for a noticed teleconference meeting, the Commission reserves the right to conduct the meeting without remote access if there is a malfunction. If you choose not to observe the Commission meeting but wish to make a comment on a specific agenda item, please submit your comment in writing. You are encouraged to submit your comment in writing by 4:00 PM on the Tuesday before the meeting to ensure the Commission has adequate time to review. Please submit your comment to the Clerk of the Board at edc.cob@edcgov.us. Your comment will be placed into the record and forwarded to Commission members.

  3. 3 PROTOCOLS FOR PUBLIC COMMENT
  4. 4 Public comment will be received at designated periods as called by the Commission Chair. Individuals will have three minutes to address the Commission. Except with the consent of the Commission, individuals shall be allowed to speak to an item only once. Individual Commission members may ask clarifying questions but will not engage in substantive dialogue with persons providing input to the Commission. If a person providing input to the Commission creates a disruption by refusing to follow Commission guidelines, the Commission Chair may take the following actions: Step 1. Request the person adhere to Commission guidelines. If the person refuses, the Commission Chair may turn off the speaker’s microphone. Step 2. If the disruption continues, the Commission Chair may order a recess of the Commission meeting. Step 3. If the disruption continues, the Commission Chair may order the removal of the person from the Commission meeting.

At the appropriate time as called by the Chair, members of the public may make a comment on matters on the Consent Calendar prior to Commission action.

  15. 15 GUEST SPEAKER - VETERAN SPOTLIGHT
  16. 3. Mike Roberts, from Save the Graves, presented an overview of the organizations efforts to place headstones and unmarked graves in Placerville Union Cemetery. Roberts reported that his team spent over 1,250 hours last year cleaning, straightening, and repairing multiple headstones in the cemetery. Roberts reported that, over the past year, his team faced both challenges and successes while working with a mini-grant from the Veterans Affairs Transient Occupancy Tax (VA TOT). He also shared plans to apply for additional funding in the future to continue their work. 25-0842
  17. 4. Sean Campbell, Training Coordinator for Cal Vet, provided an overview of their programs. He outlined the various services Cal Vet offers to veterans and their families, including the College Tuition Fee Waiver, employment opportunities, and home loan options. Campbell also assured the Veteran Affairs Commission (VAC) that he would return when the ninth edition of the California Veterans Resource Book is released this summer. 25-0844

  19. 19 COMMITTEE REPORTS - RECEIVE AND FILE
  20. 20 • TOT (Transient Occupancy Tax) (Reynolds) - Commissioner Reynolds reported that there was no TOT meeting on May 8th. However, the TOT Committee will meet on Thursday, May 15th, at 11 AM at the Veterans Memorial Building to review 11 mini-grant applications. • RULES (Welch) - Commissioner Welch stated there was nothing to report. • HOUSING (Welch) - Commissioner Welch reported that Sacramento County recently built its first fully dedicated Accessory Dwelling Unit (ADU) facility. He hopes to use Sacramento County as an example of what El Dorado County could accomplish with ADUs. • LEGISLATIVE (Smith) - Commissioner Smith was not available to provide a report. • TRANSPORTATION (Thompson) - Zelinsky stated there was nothing to report. • BUDGET (Reynolds/Mullens-Becker) - Commissioner Mullens-Becker reported that El Dorado County is currently reviewing its 2025–2026 budget. She reported that more details would become available as the budget approval process approaches. • EDUCATION & EMPLOYMENT (Mullens-Becker) - Commissioner Mullens- Becker stated there was nothing to report. • OUTREACH (Reynolds) - Commissioner Reynolds reported that the Veterans Affairs Commission Facebook page has over 1,600 followers and hopes to reach 2,000 by the end of the year.
  21. 21 COMMUNICATIONS' REPORTS - RECEIVE AND FILE
  22. 21 Veterans Service Officer (VSO) Brown reported that he and the Veterans Service Representatives (VSRs) would be attending the California Association of County Veterans Service Officers (CACVSO) Summer Virtual Training on Tuesdays, June 10th, 17th, and 24th. Due to these trainings, the Veteran Services Office will not be available for walk-in services on those dates. Additionally, South Lake Tahoe services will be moved to Thursdays in June to accommodate the training and ensure services for clients are not affected. Next, Brown reported that during the month of April, the Veterans Services Office received 91 walk-in visitors, 70 scheduled appointments, and 301 phone calls. Lastly, Brown reported that VSR II Tisha Holy will be returning to South Lake Tahoe for in-person services starting Tuesday, May 13th. 25-0928
  23. 22 • VETERANS MEMORIAL BUILDING – VETERANS HOUSE COUNCIL (Reynolds) - Commissioner Reynolds stated there was nothing to report. • AMERICAN LEGION SERVICE OFFICER (Zelinsky) - Zelinsky reported that individuals must have a home address to obtain car insurance, which poses a challenge for homeless veterans living in their vehicles. Next, Zelinksy reported that he is currently working with several veterans who are incarcerated. Lastly, Zelinsky reported that he will be out of the office from May 22nd to June 3rd. During his absence, the American Legion will be available to assist veterans. - Joanna Edwardsen, Member Experience Associate AAA Placerville Branch, to discuss their work helping veterans in the community was unavailable to provide a report. • EDC VETERANS ALLIANCE - Commissioner Reynolds stated there was no one available from EDC Veterans Alliance to provide a report. • VA VET CENTER/MILITARY FAMILY SUPPORT GROUP/EL DORADO VETERAN RESOURCES (Whalen) - Whalen was unavailable to provide a report. • REGIONAL VETERAN EVENTS - Commissioner Reynolds stated there was nothing to report.

  26. 25 Open Forum is an opportunity for members of the public to address the Veteran Affairs Commission on subject matter that is not on their meeting agenda and within their jurisdiction. Public comments during Open Forum are limited to three minutes per person. The Commission Chair may limit public comment during Open Forum.
