  1. 1 PUBLIC PARTICIPATION INSTRUCTIONS: The Commission meeting room will be open to the public. The meeting will continue to be live-streamed via Zoom. By participating in this meeting, you acknowledge that you are being recorded. To observe the live stream of the Commission meeting go to https://edcgov-us.zoom.us/j/86378230395. Members of the public may address the Commission in-person or via Zoom to make a public comment. The public should call into 530-621-7603 or 530-621-7610. The Meeting ID is 863 7823 0395. Please note you will not be able to join the live-stream until the posted meeting start time. If you are joining the meeting via zoom and wish to make a comment on an item, press the "raise hand" button. If you are joining the meeting by phone, press *9 to indicate a desire to make a comment. Speakers will be limited to 3 minutes. Although the County strives to offer remote participation, be advised that remote Zoom participation is provided for convenience only. In the event of a technological malfunction, the only assurance of live comments being received by the Commission is to attend in person. Except for a noticed teleconference meeting, the Commission reserves the right to conduct the meeting without remote access if there is a malfunction. If you choose not to observe the Commission meeting but wish to make a comment on a specific agenda item, please submit your comment in writing. You are encouraged to submit your comment in writing by 4:00 PM on the Tuesday before the meeting to ensure the Commission has adequate time to review. Please submit your comment to the Clerk of the Board at edc.cob@edcgov.us. Your comment will be placed into the record and forwarded to Commission members.

  3. 3 PROTOCOLS FOR PUBLIC COMMENT
  4. 4 Public comment will be received at designated periods as called by the Commission Chair. Individuals will have three minutes to address the Commission. Except with the consent of the Commission, individuals shall be allowed to speak to an item only once. Individual Commission members may ask clarifying questions but will not engage in substantive dialogue with persons providing input to the Commission. If a person providing input to the Commission creates a disruption by refusing to follow Commission guidelines, the Commission Chair may take the following actions: Step 1. Request the person adhere to Commission guidelines. If the person refuses, the Commission Chair may turn off the speaker’s microphone. Step 2. If the disruption continues, the Commission Chair may order a recess of the Commission meeting. Step 3. If the disruption continues, the Commission Chair may order the removal of the person from the Commission meeting.

The Transient Occupancy Tax (TOT) Committee to present a process to utilize a portion of the fund balance held by the El Dorado Community Foundation for urgent or emergent needs of veterans and their families in the community. Veterans Affairs Commission to review and approve a process to address urgent or emergent needs of veterans through use of fund balance held by the El Dorado Community Foundation. Commissioner Mullens-Becker presented an application for One Time Veteran Assistance Funding through the El Dorado Community Foundation (EDCF) for veteran organizations, along with a supplemental reporting document. Mullens-Becker worked with EDCF to develop a process to distribute the blance of TOT funds currently held by EDCF to organizations serving veterans in need. 26-0615
  18. 4. Transportation Committee to review obstacles or items they have found that have hindered their abilities to provide transportation to veterans to the Veterans Affairs Commission. Commissioner Thompson was unable to attend the January Veterans Affairs Commission (VAC) meeting. Commissioner Culver requested to moved Agenda Item 26-0616 to the May VAC Meeting. 26-0616

  23. 22 • TOT (Transient Occupancy Tax) (Reynolds) - Commissioner Reynolds stated there was nothing additional to report. • RULES (Culver/Smith) - Commissioner Culver reported that Amy Higdon, Health and Human Services Agency (HHSA) Program Manager, informed him that no more than two districts may serve on a subcommittee in order to remain below a quorum and comply with the Brown Act. Culver mentioned the possibility of reassigning Commissioners to different committees to avoid creating a quorum. • HOUSING (Welch) - Commissioner Welch stated there was nothing to report. • LEGISLATIVE (Smith) - Commissioner Smith stated there was nothing to report. • TRANSPORTATION (Thompson) - Tim Whalen reported that El Dorado Veteran Resources (EDVR) is currently providing bus passes and assisting veterans in securing transportation through a volunteer driver. He also noted that the Military Family Support Group (MFSG) has electric wheelchairs and scooters available for veterans in need. • BUDGET (Reynolds/Mullens-Becker) - Commissioner Mullens-Becker stated there was nothing additional to report, but requested each of the Commissioners speak with their supervisors. • EDUCATION & EMPLOYMENT (Mullens-Becker/Fischer) - Commissioner Mullens-Becker reported that several upcoming seminars through CalTap that would be beneficial for veterans interested in starting their own businesses. • OUTREACH (Reynolds) - Commissioner Reynolds reported that he is continuing to use the Veterans Affairs Commission Facebook and Instagram accounts. He plans to train Commissioner Mullens-Becker on how to post to both platforms. Reynolds requested that all event flyers be sent to him for uploading.
  24. 23 COMMUNICATIONS' REPORTS - RECEIVE AND FILE
  25. 24 • VETERANS MEMORIAL BUILDING – VETERANS HOUSE COUNCIL (Reynolds) - Commissioner Reynolds reported that Veterans of Foreign Wars (VFW) Post 10165 will be merging with VFW Post 2680, and the combined post will retain the VFW 2680 designation. Next, Reynolds reported the passing of Richard Akin the previous week; a celebration of life will be held on June 6, 2026 at the Veterans Memorial Building (VMB). Next, Reynolds reported that the El Dorado County Stand Down will take place in September. Lastly, Reynolds reported that an Eagle Scout will be creating posters honoring local veterans to be displayed on the light stands in Downtown Placerville. • AMERICAN LEGION SERVICE OFFICER (Zelinsky) - David Zelinsky reported on the different veterans he helped in the El Dorado County community with the help from El Dorado County Sheriffs, El Dorado County Veteran Service Office, and the veteran organizations throughout the community. • EDC VETERANS ALLIANCE - Jack Babbit reported that the Memorial Day Event at the El Dorado County Veterans Monument theme would be the 250 Anniversary of the United States of America. • VA VET CENTER/MILITARY FAMILY SUPPORT GROUP/EL DORADO VETERAN RESOURCES (Whalen) - Tim Whalen reported that the Citrus Heights Vet Center continues to operate successfully and that a counselor is still coming to the Veterans Memorial Building (VMB) regularly for meetings. Next, Whalen reported that the El Dorado County Stand Down Committee will meet on the second and fourth Wednesdays of each month at 9 AM in the VMB Lounge. The Stand Down is scheduled for September 11th and 12th. 2026 at the VMB. Lastly, Whalen noted that the Placer County Stand Down will take place on May 5th and 6th, 2026 at the Roseville Fairgrounds. • REGIONAL VETERAN EVENTS - Commissioner Culver stated there was nothing additional to report.

  29. 27 Open Forum is an opportunity for members of the public to address the Veteran Affairs Commission on subject matter that is not on their meeting agenda and within their jurisdiction. Public comments during Open Forum are limited to three minutes per person. The Commission Chair may limit public comment during Open Forum.
