- 5. Auditor-Controller's Office recommending the Board authorize the Auditor-Controller to hire as follows, exceeding the department’s position allocation through October 30, 2026: 1) One Accountant/Auditor, effective upon Board approval of this item; 2) One Administrative Technician, effective August 8, 2026 (Pay Period 18); 3) One Accounting System Administrator, effective September 5, 2026 (Pay Period 20); and 4) One Sr. Administrative Analyst, effective September 5, 2026 (Pay Period 20). FUNDING: General Fund with partial recovery through the Countywide Cost Allocation Plan.
- 6. Auditor-Controller's Office recommending the Board adopt and authorize the Chair to sign Resolution 126-2026 authorizing the transfer of $5,262.33 of unclaimed individual items of less than fifteen dollars ($15) each and older than one year to the county general fund in accordance with Government Code §50055. FUNDING: N/A
- 7. Emergency Medical Services, a division of the Chief Administrative Office, recommending the Board adopt and authorize the Chair to sign Resolution 128-2026 which finds that the repayment of the Fiscal Year 2025-26 General Fund contribution of $750,000 to County Service Area 3 (CSA 3) for ambulance services would create an economic hardship for the residents of CSA 3 and waives the repayment in whole. (4/5 vote required) FUNDING: General Fund.
- 8. Facilities, a division of the Chief Administrative Office, recommending the Board: 1) Make findings that the fence relocation and expansion are exempt from the California Environmental Quality Act (CEQA) under sections 14CCR 15301, 14CR 15304, and 14CCR15061(b)(3); and 2) Approve and authorize the Chair to sign the Notice of Exemption which allows the Pilot Hill Cemetery Fence Relocation and Expansion be completed by pushing the fence line approximately 100 feet on the south border, and approximately 40 feet on the east border. - 9. Procurement and Contracts, a division of the Chief Administrative Office, recommending the Board declare a service weapon as surplus and approve the sale of the weapon to retired Sheriff Deputy Brad Hellam. FUNDING: N/A

Procurement and Contracts, a division of the Chief Administrative Office, recommending the Board: 1) Make findings pursuant to El Dorado County Ordinance Section 3.13.030 (B) that as-needed confidential document and electronic waste destruction services require specialty skills and qualifications not expressly identified in County classifications; 2) Make findings that the Amendment II to Agreement for Services 8588 with Viking Shred LLC is exempt from competitive bidding as the services are needed by the County pending a competitive solicitation award and the contractor with the most recently awarded contract agrees to the same terms and conditions as the previous award; and 3) Approve and authorize the Purchasing Agent to execute Amendment II to Agreement for Services 8588 with Viking Shred LLC, increasing compensation by $20,000 for an updated amount of $119,000, with no change to the term of May 6, 2024, through May 5, 2027, for as-needed confidential document and electronic waste destruction services. FUNDING: Various, as departments have included appropriations for document and electronic waste destruction services in their respective budgets.
- 11. Clerk of the Board, based upon the recommendation of the Department of Agriculture, recommending the Board appoint Derek Delfino to the Agricultural Commission, Agricultural Processing Industry, a Non-District-specific appointment, for the remainder of the term expiring January 1, 2028. FUNDING: N/A
- 12. Clerk of the Board recommending the Board extend the sunset date of Board Policy F-8: County Display Cases & Exhibits to July 28, 2030. FUNDING: N/A
- 13. Treasurer-Tax Collector's Office recommending the Board adopt and authorize the Chair to sign Resolution 129-2026 granting approval to sell tax-defaulted properties at a web-based public auction, noting said sale to be conducted on Friday, November 6, 2026. FUNDING: General Fund.
- 14. Supervisor Laine and Supervisor Ferrero recommending the Board authorize the Chair to sign a Proclamation in recognition of the 30th Anniversary of Lake Tahoe Summit on August 19, 2026. FUNDING: N/A

- 16. Health and Human Services Agency (HHSA) along with the Chief Administrative Office, Facilities Division, recommending the Board: 1) Make findings in accordance with Board of Supervisors Policy C-2, Lease Agreement 335-L1411 (FENIX No. 0634) is eligible to exercise the second of two Options to extend the term for an additional three-year period; 2) Approve and authorize the Purchasing Agent to execute Option No. 2 Notification Letter for Lease Agreement 335-L1411 (FENIX No. 0634) with Briw Office Investors, for the additional term of three years from February 1, 2027, through January 31, 2030, thereby increasing the rent amount for a total of $2,086,104.84, with the total obligated amount for all months of rent of $10,076,000.28; and 3) Authorize the Purchasing Agent to execute amendments relating to Lease Agreement 335-L1411 (FENIX No. 0634), contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement. FUNDING: State and Federal funds with County match met primarily from Realignment funds.

Health and Human Services Agency (HHSA) recommending the Board: 1) Make findings in accordance with County Ordinance 3.13.030(F) that contracting out for Patients’ Rights Advocate services is necessary to protect against a conflict of interest or to ensure independent and unbiased findings where there is a need for an outside perspective; 2) Approve and authorize the Chair to sign competitively procured Agreement for Services 10337 with The SmithWaters Group, with an amount not to exceed $386,715 for the initial term, effective upon final execution, covering the period beginning the first of the month following final execution through June 30, 2029, with the option to extend the Agreement for one additional year through June 30, 2030, adding an additional $145,860.75 for the extended term if that option is exercised, for a total maximum obligation of $532,575.75; 3) Authorize the Purchasing Agent to execute amendments relating to Agreement 10337, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and 4) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 10337. FUNDING: 75% Behavioral Health Services Act, 25% Realignment.

- 18. Agriculture Department recommending the Board: 1) Approve and authorize the Chair to sign Cooperative Agreement 24-0469-004-SF Amendment 2 for additional funding from the California Department of Food and Agriculture for Glassy-Winged Sharpshooter (GWSS) Surveillance for $1,000,000 for a new total of $5,125,649.67 with a new expiration date of September 30, 2027; 2) Waive formal bid requirements in accordance with Procurement Policy C-17, Section 3.4 (4), due to the fact that a competitively bid contract with another public agency is available; 3) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work; and 4) Approve and authorize the Agricultural Commissioner to sign Amendment IV to Agreement for Services 9438 for glassy-winged sharpshooter delimitation services with Neighborly Pest Management, Inc. to increase the total compensation by $1,000,000, for an updated amount of $5,522.000 with no change to the expiration date of June 30, 2027, contingent upon approval by County Counsel. (Districts 1, 2 & 4) FUNDING: 100% California Department of Food and Agriculture Glassy Winged Sharpshooter Program.
- 19. El Dorado County Air Quality Management District (AQMD) recommending the Board, acting as the Board of Directors of the El Dorado County Air Quality Management District, approve and authorize the Chair to sign Resolution 127-2026 authorizing the AQMD Air Pollution Control Officer to execute grant funding agreement amendments for the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) grant program. FUNDING: FARMER grant program administrative funds.
- 20. Planning and Building Department, Planning Division, recommending the Board receive and file an annual report on Environmental Impact Report Funding Agreements executed by the Director of Planning and Building, under the authority of Resolution 100-2025, for the period of July 1, 2025 through June 30, 2026. FUNDING: Applicant Funded.
- 21. Planning and Building Department, Planning Division, Long Range Planning Unit, recommending the Board consider the following: 1) Approve and authorize the Chair to sign Amendment I to Agreement 7064 with ICF Environmental Inc., for the provision of environmental planning services for the Texas Hill Reservoir Takeline Parcel Rezone and General Plan Amendment Project, extending the term of the agreement by two (2) years for a new expiration date of August 15, 2028, with no changes to the scope of work and not-to-exceed amount of $347,880.00 (Attachment B); and 2) Approve and Authorize the Chair to sign Amendment I to Funding Agreement No. 7475 with the El Dorado Irrigation District (EID) for a contribution of $173,940 by EID towards the Texas Hill Reservoir Takeline Parcel Rezone and General Plan Amendment Project, extending the term of the agreement by two (2) years for a new expiration date of August 15, 2028, with no changes to the contribution amount (Attachment C). FUNDING: General Fund (50%) and El Dorado Irrigation District (50%).

- 22. Alternate Public Defender recommending the Board approve and authorize the Chair to sign a Fiscal Year 2025-26 budget transfer increasing appropriations for Indigent Defense legal fees in the amount of $150,000 from General Fund Contingency, and other budget adjustments within the department. (4/5 vote required) FUNDING: General Fund.
- 23. District Attorney's Office and Recorder-Clerk's Office recommending the Board: 1) Receive and file the 21st Annual Report on Real Estate Fraud for Fiscal Year 2025-26; 2) Adopt and authorize the Chair to sign Resolution 130-2026, extending the current suspension of the Real Estate Fraud recording fee through December 31, 2026, and thereafter, reinstating said fee at $2.00 per recording, effective January 1, 2027; and 3) Approve and authorize the Chair to sign a Fiscal Year 2025-26 budget transfer transferring $10,680 of Real Estate Fraud Special Revenue Fund funding to the Recorder-Clerk’s Office and increasing services and supplies appropriations by $10,680. (4/5 vote required) FUNDING: Real Estate Fraud Prosecution Fund.

Probation Department recommending the Board: 1) Approve and authorize the Chair to sign Agreement 10194 with the Sacramento County Sheriff’s Office, in the amount of $6,000, for the retroactive period beginning July 1, 2026, through June 30, 2027, for access to the Criminal Justice Database; and 2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 10194, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel. FUNDING: General Fund.

Sheriff's Office recommending the Board: 1) Make findings in accordance with County Ordinance 3.13.030(b) that the California Advancing and Innovation Medi-Cal (CalAIM) planning, billing and staffing services provided by the California Forensic Medical Group, Inc. (CFMG) are in the best interest of the public and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work; 2) Make findings in accordance with Procurement Policy C-17 Section 3.4.2.f to exempt Agreement for Services 10233 from the competitive bidding process because the continuity of providers will provide efficiency or critical knowledge, and other providers cannot provide similar efficiencies or critical knowledge; 3) Approve and authorize the Chair to sign Agreement 10233 with CFMG, to provide CalAIM planning, billing and staffing services with an initial term effective upon execution through December 31, 2029, with automatic one-year renewals, in the monthly amount of $78,934 plus 8% of the total sum of monies collected from Medi-Cal for the initial term; and 4) Authorize the Purchasing Agent to execute amendments relating to Agreement 10233, contingent upon approval by County Counsel and Risk Management, which do not increase compensation or the term of the Agreement. FUNDING: Inmate Trust Fund and Medi-Cal Revenue.

Sheriff’s Office recommending the Board: 1) Make findings, in accordance with Section 3.13.030, Section E. of the El Dorado County Ordinance Code, that the Moral Reconation Therapy (MRT) under Agreement for Services 10370 will be performed by another governmental entity or agency; 2) Make findings in accordance with Procurement Policy C-17 Section 3.4.2.f to exempt Agreement for Services 10370 from the competitive bidding process because the continuity of providers will provide efficiency or critical knowledge, and other providers cannot provide similar efficiencies or critical knowledge; 3) Approve and authorize the Chair to sign Agreement for Services 10370 in the amount of $360,000 with the El Dorado County Office of Education (EDCOE) for MRT services for the term August 15, 2026, to August 14, 2029; and 4) Authorize the Purchasing Agent to increase the agreement on an "as-needed" basis during the awarded period as long as funding is available within the Community Corrections Partnership (AB 109) budget for this service, contingent upon approval by County Counsel and Risk Management. Planning and Building Department, Economic Development Division, recommending the Board of Supervisors: 1) Receive and file an annual report on film permit activity since adoption of Ordinance 5236, “Filming Permits”, and Resolution 148-2025, Fees for Film Permits; 2) Approve and authorize the Chair to sign Amendment 1 to Memorandum of Understanding 9756 with the El Dorado County Chamber of Commerce for the provision of Film Officer services, increasing the not-to-exceed amount by $150,750 for a new amount of $301,500, and extending the term by one (1) year for a revised expiration date of August 11, 2027; and 3) Provide direction to staff to identify additional ways to structure the program to align with film industry standards and best practices, including fees, and explore alternative avenues for funding Film Commissioner activities.
