  15. 4 Take action on the following contracts:
  16. 4-a One-Year Term Contract with One-Year Renewal Options for Emergency Vehicle Preemption Equipment for the Transportation Department (Sole Source) (Citywide) The Transportation Department's Intelligent Transportation Systems operation utilizes Emergency Vehicle Preemption (EVP) systems and equipment at approximately 400 signalized intersections for the purpose of expediting emergency response and providing public safety. This EVP equipment is required to maintain current systems and to provide new EVP systems at City intersections identified by the Mesa Fire and Medical Department. The Transportation Department and Purchasing recommend awarding the contract to the sole source vendor, A & M Signal, LLC at $250,000 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. 24-0098
  17. 4-b Cooperative Contract Use for the Term Contracts for Maintenance, Repair, and Operating Supplies for the Water Resources Department (Citywide) This contract will provide various electrical, mechanical, plumbing, wastewater reclamation systems, cooling tower supplies, and equipment and tools for use in operating the City's water and wastewater facilities. The Water Resources Department and Purchasing recommend authorizing the purchase using cooperative contracts: Maricopa County with Applied Industrial Technologies; Omnia Partners/University of California with Fastenal; Region 4 ESC - TX with Wesco Distribution; and Sourcewell with Motion Industries; at $360,000 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. 24-0099
  18. 4-c Dollar Limit Increase to the Term Contract for Industrial and Non-Industrial Equipment, Parts, and Supplies for the Department of Innovation and Technology (Funded by Community Development Block Grant Funds) (Citywide) The City’s 2023-2024 Community Development Block Grant (CDBG) plan, as amended and reported to Council on January 22, 2024, included a new project for Middle Mile data transport installation as part of the Connect @Mesa program which will deliver internet connectivity to neighborhoods. This project utilizes City streetlight infrastructure to deliver gigabit broadband connectivity into neighborhoods in support of free public Wi-Fi as well as improvement of other City services in these neighborhoods. This Council action will increase Year three’s contract threshold for additional purchases for the new Middle Mile project with Arizona Electrical Supply. The Department of Innovation and Technology, Community Services Department, and Purchasing recommend increasing the dollar limit with Consolidated Electrical Distributors dba Arizona Electrical Supply (a Mesa business); Elliott Electric Supply; Graybar Electric Company Inc.; and Wesco Distribution Inc., Year Three by $1,472,880, from $2,740,000 to $4,212,880 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index.   20. 5-a Approving the participation of the City in the Salt River Project (SRP) Agricultural Improvement and Power District Solar Choice Select Program, and authorizing the City Manager to enter into a Participation Agreement with SRP to offset a portion of the City’s electricity use with renewable energy by payment of a per-kilowatt hour premium.   21. 5-b ZON23-00455 “Extra Space Storage” (District 5) Within the 9300 block of East Southern Avenue (south side). Located south of Southern Avenue and east of Ellsworth Road (5.4± acres).   24. 6 Discuss, receive public comment, and take action on the following ordinances:
  25. 6-a Amending Section 11-31-34(A) of the Mesa Zoning Ordinance pertaining to Medical Marijuana Dispensaries and Dual Licensee Facilities. The amendments include, but are not limited to, modifying the spacing requirements between Medical Marijuana Dispensaries and Dual Licensee Facilities. Ordinance No. 5845 This ordinance modifies the ordinance pertaining to the spacing requirements between marijuana facilities that was introduced at the August 21, 2023 City Council meeting.
