  15. 4 Take action on the following contracts:
  16. 4-a Dollar Limit Increase to the Cooperative Use Term Contract for Motorola and Kenwood Radio Equipment, Parts, Network, and Services for the Mesa Fire and Medical Department (Citywide) Mesa Fire and Medical Department will be adding additional trucks and ambulances over the next two fiscal years. Connectivity is relied upon for access to critical voice and data, whether in a vehicle, station, or on-scene. Each vehicle being added to the fleet will require tech packages including multiple radios and accessories and replacement parts for support. The Mesa Fire and Medical Department, Department of Innovation and Technology, and Procurement Services recommend increasing the dollar limit using the State of Arizona and Maricopa County cooperative contracts with Motorola Solutions Inc.; Durham Communications Inc.; and JVCKenwood USA Corporation, Years 5 and 6 by $1,000,000, from $2,010,000 to $3,010,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. 24-0171
  17. 4-b Cooperative Contract Use for the Dollar Limit Increase to the Term Contract for In-Vehicle Routers for Medical Response Vehicles for the Mesa Fire and Medical Department (Citywide) MFMD will be adding additional trucks and ambulances over the next two fiscal years. Connectivity is relied upon for access to critical voice and data, whether in a vehicle, station, or on-scene. All vehicles being added to the fleet will require routers as part of the tech packages. The Fire and Medical Department and Procurement Services recommend increasing the dollar limit using the State of Arizona cooperative contract with Discount Cell Inc. by $750,000, from $50,000 to $800,000 through June 30, 2024, based on estimated requirements. This increase will be funded through Capital General Funds. 24-0172
  18. 4-c Three-Year Term Contract with Two Years of Renewal Options for Dust Palliative/Stabilizer Product and Application for the Transportation Department (Single Response) (Citywide) Transportation needs to apply dust palliative/soil stabilizer to the City’s unimproved shoulders and channels to control dust and erosion. This allows the City to maintain City assets while meeting EPA environmental standards. The Transportation Department and Procurement Services recommend awarding the contract to the single, responsive, and responsible bidder, EarthCare Consultants LLC at $543,500 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. 24-0169
  19. 4-d Cooperative Contract Use for an Amendment to the Term Contract with Renewal Options for Uninterruptible Power Supply (UPS) New Equipment, Service, Maintenance, and Support for the Water Resources Department (Citywide) This contract provides UPS preventative system maintenance, repairs, related services, and purchase of equipment and parts for various City Facilities. Maintenance and repairs are critical for the UPS units and the sites where the power supply units are housed may sustain much more costly repairs and replacements if not performed. The Water Resources Department and Procurement Services recommend authorizing the additional vendor, Gruber Technical, using the State of Arizona cooperative. No funding change is requested. 24-0173

  24. 6-a ZON23-00609 "810 S Country Club Dr" (District 4) Within the 400 to 500 blocks of West 8th Avenue (south side) and within the 800 block of South Country Club Drive (west side). Located north of Southern Avenue and west of Country Club Drive (2± acres). Rezone from General Commercial (GC) to General Commercial with a Bonus Intensity Zone overlay (GC-BIZ), Council Use Permit (CUP), and Site Plan Review.   28. 8 Discuss, receive public comment, and take action on the following ordinance:
  29. 8-a Amending Chapters 25, 45, 50, 51, and 87 of Title 11 of the Mesa City Code pertaining to Billboards. The amendments include, but are not limited to: adding a new Chapter 25: Billboard Overlay District; modifying Chapter 45 to remove Billboards as a prohibited sign type; moving definitions for Advertising for Hire Sign, Billboard, and Off-site Sign from Chapter 50 to Chapter 87; and adding a new Chapter 51: Billboards (Citywide) Ordinance No. 5847 Staff Recommendation: Adoption P&Z Board Recommendation: Adoption (Vote: 5-0) 24-0160
