  14. 4 Take action on the following contracts:
  15. 4-a Purchase of Two Vislink Airborne Video Downlink Systems and One Ground-Based Antenna (Addition) for the Mesa Police Department (Sole Source) (Citywide) The Police Department’s Air Support Unit routinely responds to violent crimes, such as homicide, shootings, aggravated assault, sexual assault, pursuits of violent criminals, and suspects with guns and knives. The airborne video downlink system allows real-time video streaming from the police helicopter’s camera system to locations such as the Real Time Crime Center or field-based police supervisors providing invaluable situational awareness. This ability increases officer safety and enhances operational decision making during critical incidents. With this equipment, the Air Support Unit will be able to stream live video to the appropriate locations for real-time consideration. Additionally, Mesa Police will be able to share video information with the Phoenix Police Department, who also has Vislink equipment, allowing the utilization of Phoenix's antenna array, thus increasing its transmitting range, making this a regional asset. The Police Department and Procurement Services recommend awarding the contract to the sole source vendor, Vislink Technologies, at $227,000.00. This purchase will be partially funded by the Edward Byrne Memorial Justice Assistance Grant. 24-0190
  16. 4-b Use of a Cooperative Contract with an initial term of 7-Months and Renewal Options for Intelligent Transportation System (ITS) Uninterruptible Power System Devices and Communication Equipment for the Transportation Department (Citywide) This contract will allow the Transportation Department's ITS group to purchase new and replacement Uninterruptible Power Systems and related equipment for the City’s Traffic Monitoring Systems. The Transportation Department and Procurement Services recommend authorizing the purchase using the Maricopa County Department of Transportation contract with Sierra Transportation and Technologies at $165,000.00 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. 24-0198
  17. 4-c Use of a Cooperative Contract for Oracle Licensing and Support for the Department of Innovation and Technology (Citywide) Oracle database services support the City’s utility billing (CIS) and enterprise job scheduling systems. The enterprise job scheduling systems provide automated batch processing for Financial/HRM, CIS, and Court applications. Additional licenses are needed to expand the environment from two to three servers. This additional licensing will provide the capacity to host additional services. The Department of Innovation and Technology and Procurement Services recommend authorizing the purchase using the Maricopa County Contract with Mythics LLC at $231,000. 24-0203

  19. 5-a Approving and authorizing the City Manager to enter into a Second Amendment to Intergovernmental Agreement for Crime Analysis between City of Mesa and Arizona Board of Regents for and on behalf of Arizona State University (ASU). ASU will continue to provide technical assistance and training on crime analysis to the Police Department at a cost that will not exceed $342,228. (Citywide) Resolution No. 12163 24-0208
