4. 3 Upon convening at 12:11 p.m., the roll was taken, and four members were present. The Advisory Council commenced with the meeting agenda without quorum, however a quorum was achieved later in the meeting. Council Members Dr. Barbara Leigh, Antoine Carter, and LaShawndra Vernon were not present at the time the roll was called, but appeared later during the meeting.
