- 3 Upon convening at 12:11 p.m., the roll was taken and four members were present. The Advisory Council commenced with the meeting agenda without quorum, although no votes were taken. However, quorum was achieved later in the meeting, at which time only Items 2 and 3 were considered by the Advisory Council. Items 1, 4, and 5 were considered prior to the establishment of quorum and not considered thereafter. Items 2 and 3 were considered both prior to and after the establishment of quorum.
