- 2. Approving the Amendment to the Project Plan for Tax Incremental District (TID) #45 (Capitol Square West), City of Madison (District 4).
- 3. Approving the Amendment to the Project Plan for Tax Incremental District (TID) #48 (Regent St), City of Madison (District 4, District 8, District 13).
- 4. Approving the Amendment to the Project Plan for Tax Incremental District (TID) #52 (East Washington and Stoughton Rd), City of Madison (District 12).
- 5. Approving the First (2024) Amendment to the Project Plan for Tax Incremental District (TID) #54 (Pennsylvania Ave), City of Madison (District 12)
- 6. Authorizing a noncompetitive 3-year service contract with Johnson Controls, Inc. (“JCI”) for the service, upgrades and maintenance of HVAC building technology and equipment at Monona Terrace Community and Convention Center (“Monona Terrace”) (District 4)

Authorizing a non-competitive service contract with UW-Madison's Population Health Institute (contracted under Board of Regents of the University of Wisconsin System on behalf of the University of Wisconsin-Madison) for continued data services to support updates to the Dane County Respiratory Pathogens dashboard
- 12. Authorizing the Mayor and City Clerk to enter into a competitively selected service contract with M3 Insurance Solutions Inc. to provide agent & broker services for the City’s Wage and Life Insurance programs.
- 13. Approving State/Municipal Agreements for FFY 2024 federal distribution grant funds through the Carbon Reduction Program (CRP), for project ID 5992-11-38 Traffic Signal Controller and project ID 5992-11-39 LED Traffic Signal and authorizing the Mayor and City Clerk to execute the agreements with the State of Wisconsin Department of Transportation.

Approving State/Municipal Agreements for FFY 2024 federal distribution grant funds through the Transportation Alternatives Program (TAP) for project ID 5992-11-40 Stop Sign Paddles and project ID 5992-11-41 Bicycle Traffic Counters and authorizing the Mayor and City Clerk to execute the agreements with the State of Wisconsin Department of Transportation.
- 15. Authorizing City of Madison Traffic Engineering Division to submit a grant application to the U.S. Department of Transportation for up to $2 million dollars, and if awarded, to accept grant funding, and authorizing the Mayor and Clerk to sign the resulting grant agreement.
- 16. Authorizing the Mayor and the City Clerk to execute a Three Party Design Engineering Services Contract between the City of Madison, Toole Design Group, LLC, and the State of Wisconsin Department of Transportation for Safe Routes to School Planning (Project Agreement 1009-22-14) authorized for federal grant funding through the Transportation Alternatives Program (TAP).
- 17. ALTERNATE: Requesting information, studies, and plans regarding the authorization of a local sales tax.
- 18. Awarding Public Works Contract No. 9358, Bartillon Shelter (District 12) and amending the 2024 Adopted Capital and Operating Budgets of the Community Development Division to provide funding needed to complete the project. (District 12)
- 19. Amending the Community Development Division's 2024 Adopted Operating Budget to authorize the use of $80,000 in American Rescue Plan Act State & Local Fiscal Recovery Funds (ARPA-SLFRF) for the upgrade of the Madison-Area Out-of-School Time (MOST) Program Finder. (Citywide)

SUBSTITUTE Authorizing the Mayor and City Clerk to execute a development agreement and authorizing a budget amendment to the 2024 EDD Capital Budget (TID 46) to fund a $344,000 Tax Incremental Finance Loan to University Park Commons II, LLC, or its assigns to construct approximately 68 units of affordable housing located at 625 Sand Pearl Lane in the former Westgate property in Tax Incremental District (TID) 46.
