8. 7 DISCUSSED A MOTION to create a temporary pilot project starting in September through the end of this year for the Finance and Administrative Services (FAS) Committee to include final action on contracts, budget amendments, and appointments, for public comment to occur during the Finance and Administrative Services Committee meeting limited to 30 minutes and two minutes per person, that public comment will be limited to items on the agenda, and the committee will also include a standing agenda header for executive session, with items scheduled as needed. The meeting will begin no earlier than 9 a.m. and adjourn by noon. In addition, Committee of the Whole will include: Presentations and discussion on all items not covered in FAS – no final action. Final action on all other items would take place during evening council meeting. Councilmember updates (relocated from evening meeting) can include report outs from entities with councilmember representation, community happenings, and policy priority updates, as time allows. Regularly scheduled starting at 1:00 p.m., adjourns by 4:30 p.m. Then a MOTION WAS APPROVED TO HOLD this item until the August 11th Council meeting to be presented either as a motion or a resolution.
