- 5 The Snohomish County Council holds a public hearing on the Executive's Proposed 2025-2026 Biennial Budget consisting of the following actions: In addition, pursuant to the Snohomish County Charter Section 2.70, the Snohomish County Council, in conjunction with the County Executive, holds the BIENNIAL PUBLIC FORUM taking public testimony and comment on the operations of any county department

- 1. Budget Ordinance 24-074, relating to property taxes, fixing the 2025 General Property Tax Levy for Snohomish County and preserving future levy capacity
- 2. Budget Ordinance 24-075, authorizing an increase in general tax revenues for property taxes collected in 2025 and 2026
- 7 The clerk read the agenda title into the record. Nathan Kennedy, Finance Director, provided a high-level technical overview of the ECAFs, ordinances, and motions that comprise the Executive’s recommended 2025-2026 Biennial Budget. There were no questions from councilmembers. Chair Mead opened the hearing for public testimony. The following people provided testimony: • Karen Crowley, resident of city of Snohomish and League of Women Voters, spoke in support of funding for the Auditor’s Office. • Ethan Pfahl, resident of the city of Granite Falls, spoke in support of project labor agreements. • Robb Stanton, Lake Stevens School District, spoke to his District and school impact fees. There were no further persons wishing to provide testimony. Chair Mead left testimony open for the 6:00 p.m. hearing.
