12. 9 The clerk read the titles of each budget ordinance and motion into the record. Jim Martin, Sr. Legislative Analyst, provided introductory remarks.

14. 10 Chair Nehring opened the public testimony portion of the hearing. There being no persons present wishing to provide testimony, he closed the testimony portion of the hearing and turned to staff for reports on each item on the agenda.

16. 11 Prior to Council action, Council Legislative Analysts Jim Martin, Deb Bell, Nicole Gorle, Ryan Hembree, and Chief of Staff Heidi Beazizo, provided staff reports for the budget ordinances, motions, and amendments. Lengthy discussion ensued related to Motion 25-461 relating to the Housing and Behavioral Health Capital Fund Investment Plan. Mary Jane Brell-Vujovic, Human Services Director, responded to various questions from councilmembers.

18. 12 Vice-Chair Dunn commented on the difficulty in forecasting budgets related to separation payouts and collective bargaining agreements. She said she has asked staff to reach out to impacted departments to develop a strategy for the 2027-2028 budget with recommendations. Chair Nehring explained that he will be opposing the levy increase ordinances.
