16. 10 2027-2028 Budget Process Meeting Packet 2026-1004 Received and filed
17. 11 Jim Martin, Sr. Legislative Analyst, distributed and summarized a meeting packet including 2027-2028 budget process materials.
18. 13 Mr. Martin spoke about the Budget calendar and processes as listed below.
19. a. Potential Adoption Day
20. 15 Mr. Martin explained the timeline and requirements for Budget adoption and stated the Budget needs to be adopted no later than November 30th, preferably by November 16th. Brief discussion ensued regarding timelines.

23. 19 Mr. Martin said he will continue to work on improvements and asked that councilmembers provide him with any feedback by November 16th if possible.
24. 21 Heidi Beazizo, Chief of Staff, said there will not be any additional requests for Council Budget this year. Discussion ensued regarding possible cuts.

29. 27 Mr. Martin spoke to the 6-Year Forecast and General Fund. He also spoke to banked capacity and strategic vacancies. He responded to questions and discussion ensued.

33. 31 Mr. Martin and Ms. Gorle spoke about Reet I and II and potentially funded projects.

35. 33 Deb Bell, Sr. Legislative Analyst, provided a report and responded to questions.

37. 35 Cynthia Foley, Sr. Legislative Analyst, provided an additional handout and provided information related to House Bill 2422. (See above link 2026-1004 to view handout) At the request of Councilmembers Low and Mead, she will provide more information regarding rental car sales tax and childcare tax.
38. 37 Brief discussion ensued regarding sales tax conversion and timelines.
39. 39 Analysts provided high level funding summaries for mandated services for each of their departments.
