  55. 55 *Notice of Seattle City Council Public Hearing on the Memorial Stadium Redevelopment Project Seattle City Hall, Council Chambers 600 4th Avenue, Seattle, WA 98104 Wednesday, November 13, 2024, at 9:30 a.m. The Seattle City Councils Select Budget Committee, chaired by Councilmember Dan Strauss, will conduct a public hearing on November 13, 2024, to solicit public comment on the Memorial Stadium Redevelopment Project. The hearing will be held at Council Chambers and begin at 9:30 a.m. The hearing will continue until all those registered and present to provide public comment have participated. Individual comments will be limited to two minutes or less. This hearing will be cablecast live on Seattle Channel 21 and webcast live at https://www.seattle.gov/council/watch-council-live. Register to Speak at the Public Hearing Members of the public may register for remote or in-person public comment to address the Select Budget Committee. Speakers must be registered to be recognized by the Chair. Details on registration are listed below: 1. Remote Public Comment - Register online to speak during the public hearing at https://www.seattle.gov/council/committees/public-comment. Registration to speak at the public hearing will begin one hour prior to the meeting. Registered remote speakers will receive an email confirmation detailing the remote process and phone number. 2. Memorial Stadium Redevelopment Project: The Mayors 2025-2026 Proposed Budget includes funding for the Memorial Stadium Redevelopment Project. This project may be considered a proposed City-Private Partner Project subject to notice and hearing provisions in Resolution 31203. The Memorial Stadium Redevelopment Project will redevelop and enhance the stadium. The Seattle Public Schools (SPS) Building Technology Academics & Athletics (BTA V) levy approved by Seattle voters in February 2022 contains $66.5 million for a basic student athletic stadium. Under a letter of intent signed by SPS and the City in October 2021 and a November 2022 Memorandum of Agreement, SPS and the City are collaborating on a plan for a new enhanced stadium. The new facility will transform the heart of Seattle Center with a state-of-the-art stadium that will serve SPSs needs for athletic events and graduations and be a major civic venue for arts, cultural, sports, and community events. In June 2023, following a Request for Proposals, the Mayor and School Superintendent agreed to enter into negotiations with One Roof Stadium Partnership (One Roof) to jointly develop an enhanced stadium. In 2024, Seattle Center, SPS, and One Roof reached an important milestone by aligning on key project terms. In addition to the $66.5 million SPS levy money and $3.95 million from the State capital budget, Seattle Centers 2025-2030 Proposed Capital Improvement Program includes the balance of the Citys planned $40 million contribution to the Memorial Stadium Redevelopment Project. One Roof will be responsible for private fundraising to generate the additional funding to complete the project.
