9. 9 Notice of Seattle City Council Public Hearing on 2026 General Revenue Sources; Mayors 2026 Proposed Budget and 2026-2031 Proposed Capital Improvement Program (CIP) Seattle City Hall, Council Chambers 600 4th Avenue, Seattle, WA 98104 Tuesday, October 7, 2025, at 1:00 p.m. The Seattle City Councils Select Budget Committee, chaired by Councilmember Dan Strauss, will conduct a public hearing on October 7, 2025, to solicit public comment on the 2026 Proposed Budget including the following: 1. the Citys 2026 General Revenue Sources, including a possible property tax levy increase; 2. the Mayors 2026 Proposed Budget and 2026-2031 Capital Improvement Program (CIP); and 3. proposed revisions to the Citys 2026 General Revenue Sources and the Mayors Proposed Budget and CIP. This hearing will be cablecast live on Seattle Channel 21 and webcast live at https://www.seattle.gov/council/watch-council-live. Register to speak at the public hearing Session I Remote Speakers Speakers must be registered within the timeline listed below: Only remote speaker comments will be accepted during Session I, beginning at 1:00 p.m. Registration for remote speakers will begin at 12:00 p.m. and end at 3:00 p.m. Register at https://www.seattle.gov/council/committees/public-comment Remote speakers will be provided one minute each to comment at the public hearing. Session II In-Person Speakers In-person speakers at Council Chambers will be accepted during Session II, beginning at 5:00 p.m., at City Hall, Council Chambers. Registration for in-person speakers will begin at 4:30 p.m. and end after the final registered speaker has spoken. In-person speakers will be provided with one minute each to comment at the public hearing. Members of a group are encouraged to speak in a group presentation. Group presentations with three or more registered speakers will be provided three minutes. Additional Public Comment Process Speakers must be registered in order to be recognized by the Chair and will be called in the order registered. Registration for each public hearing session will end at the established time and members of the public will not be provided with an additional opportunity to register for this hearing. Members of the public may only register and speak once at this public hearing, either remotely or in-person at City Hall, Council Chambers. In-person speakers must decide whether to participate as an individual or as part of a group and may not have two opportunities to speak. The Select Committee may recess if there are no registered speakers present at any time. The Select Committee will recess between Session I and Session II. Written Public Comment Written public comment for the October 7, 2025, public hearing is accepted four business hours prior to the meeting. Business hours are considered 8 a.m. to 5 p.m., Monday through Friday.
