  9. 5 City Clerk Candice Reid called the meeting to order at 3:10 p.m. and presided.

  12. 7 Upon the City Clerk's request, Deputy City Clerk RJ Warren provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency.

  15. 9 City Clerk Candice Reid administered the Oath of Office to 9th District Councilor Nicole Jones for the term commencing January 1, 2024, and expiring December 31, 2024.

  18. 12 Pursuant to Rule III(D)(4)(b) of Council’s Rules of Procedure, Councilor Katherine Jordan made a request to participate in the meeting via Microsoft Teams from her home, due to a family emergency. The Council members present were required to adopt a motion to approve Councilor Jordan's participation in the meeting by electronic communication means if it appeared to the body that her request complied with Rule III(D) of Council’s Rules of Procedure. A motion was solicited from those members physically assembled to approve Councilor Jordan's participation in the meeting by electronic communication means.
  19. 13 Councilor Andreas Addison moved to allow Councilor Katherine Jordan to participate in the meeting by electronic communication means. The motion was seconded and approved: Ayes 8, Addison, Lambert, Robertson, Nye, Lynch, Jones, Trammell, Newbille. Noes None.
  20. 15 City Clerk Candice Reid opened the floor for nominations to fill the City Council President seat.
  21. 16 Councilor Reva Trammell nominated 4th District Councilor Kristen Nye for President of City Council.
  22. 17 City Clerk Reid asked if there were additional nominations. Hearing none, Ms. Reid announced that the floor was closed for nominations for Council President.
  23. 18 The nomination was unanimously approved.
  24. 19 City Clerk Reid declared Kirsten Nye Council President for a term of one year ending December 31, 2024.
  25. 20 President Nye presided for the remainder of the meeting.
  26. 21 President Nye stated her appreciation to her colleagues, addressed previous accomplishments and future goals of City Council, and she informed members that she looked forward to serving as Council President and collaborating with city administration.
  27. 23 President Kristen Nye opened the floor for nominations to fill the City Council Vice President seat.
  28. 24 Councilor Katherine Jordan nominated 5th District Councilor Stephanie Lynch for Vice President of City Council.
  29. 25 President Nye asked if there were additional nominations.
  30. 26 Councilor Cynthia Newbille nominated 3rd District Councilor Ann-Frances Lambert for Vice President of City Council.
  31. 27 President Nye asked if there were additional nominations. Hearing none, President Nye announced that the floor was closed for nominations for Council Vice President.
  32. 28 The nomination of 5th District Councilor Stephanie Lynch for Vice President of City Council was not approved: Ayes 4, Addison, Jordan, Nye, Lynch. Noes 5, Lambert, Robertson, Newbille, Trammell, Jones.
  33. 29 The nomination of 3rd District Councilor Ann-Frances Lambert for Vice President of City Council was unanimously approved.
  34. 30 City Clerk Reid declared Ann-Frances Lambert Council Vice President for a term of one year ending December 31, 2024.
  35. 31 Vice President Ann-Frances Lambert stated that she looked forward to working with colleagues and city administration to address the needs of the city.
